Shoemaker earned his law degree from Ohio State University in 1950 and attended the National College of Trial Judges.
Shoemaker practiced law from 1951 to 1959. From 1958 to 1959, he served on the city council of Columbus, Ohio, after he was elected to a judgeship of the Franklin County, Ohio, Municipal Court, on which he served from 1959 to 1964. He was then elected to the bench of the Franklin County Common Pleas Court, where he served from 1965 to 1981.
Shoemaker then returned to private practice, retiring in 1987. He sits by assignment on the Court of Claims.
