InfoDUNCAN FREY KILMARTIN of Newport City, Orleans County, Republican, was born in Terre Haute, Indiana, on June 30, 1942, and became a resident of Vermont in 1967, and of Newport, Vermont, in 1968. His first term in the House was 2001-2002 where he was a member of the Judiciary Committee and the Joint Judicial Rules Committee. Duncan is a trial attorney in Newport, Vermont. His wife, Gail, is a language arts teacher at the North Country Union Junior High School, with over 22 years of teaching experience in public schools, as well as a board member of the United Christian Academy. They have two daughters, Courtney Kilmartin-Williams of Melrose, Massachusetts, and Tyler Wyllie of Alexandria, Virginia. Duncan graduated from Poughkeepsie (N.Y.) High School in 1960. He attended Nyack College in 1960-61, and graduated from Colgate University, Hamilton, New York, with a BA, Cum Laude in Political Science in 1964. He is a member of Phi Beta Kappa. In 1967 he received his Juris Doctorate from the University of Chicago Law School. He was law clerk to Chief United States District Judge Ernest Gibson, Jr., 1967-68. From 1968 to 1979, he was a trustee of Vermont Legal Aid, Inc.; in 1970-71, he was a delegate to the Second Circuit Judicial Conference; from 1971 to 1980, a member of the Vermont Supreme Court's Advisory Committee on Rules of Criminal Procedure; a member of the Vermont Bar Association, 1968 to date (Board of Managers, 1970-73; Young Lawyers Section, Vice Chairman, 1970-72; Chairman, 1972-73); member of the Association of Trial Lawyers of America; member of the Christian Legal Society, 1974 to date (member, Board of Directors, 1982-94); member of the United Church of Derby (congregational) from 1968 to date (moderator, 1975-78; chairman of various commissions and committees; deacon, 1978 to date); member of the Vermont Farm Bureau.
