Mr. Gutierrez is an Arizona native, born and raised in Tucson. He currently serves as Assistant Vice President for Community Relations at the University of Arizona, his alma mater. Prior to this latest appointment, he served as Special Assistant to the President and served on the President’s Cabinet and assisted the President in a variety of administrative functions, including legislative lobbying, University of Arizona liaison with the higher education institutions of Mexico and Arizona community.

Mr. Gutierrez served as an Arizona State Senator for 14 years and was elected to several leadership positions, including Minority Whip and Assistant Minority Leader. He served on a number of interim legislative committees dealing with juvenile delinquency and dependency matters and developed a reputation as an advocate and budgetary leader for the funding of children’s issues. During his final two years in the legislature, Mr. Gutierrez served as Chair of the Senate Appropriations Committee, Chair of the Joint Legislative Budget Committee and Chair of the Senate Ethics Committee. During the AZSCAM scandal, as Chair of the Senate Ethics Committee, he served as the presiding officer during the legislative proceedings and resulted in the expulsion of a member of the state senate. In a survey conducted by the Arizona Republic, Senator Gutierrez was named one of the “top ten Legislators” by his peers.

As President of the City of Tucson Industrial Development Authority, a quasi-governmental public agency, Mr. Gutierrez has been instrumental in focusing and reprioritizing the Authority’s mandated public efforts. The Authority has become more aggressive in promoting moderate to low income housing efforts and has established more formal collaborative efforts with the City’s Housing Department and downtown revitalization efforts. The IDA has established a revolving loan fund for home rehabilitation efforts, and has made loans to a variety of small businesses and non-profit entities.

Mr. Gutierrez worked for over seven years at the Pima County Juvenile Court Center, starting as a juvenile probation officer in 1971 and leaving in 1978 as Deputy Director of Court Services. Mr. Gutierrez held a variety of positions working with families, community and neighborhood organizations and local school districts to establish and strengthen juvenile prevention programs and the programs which helped to de-institutionalize status offenders.

Mr. Gutierrez was one of two plaintiffs who successfully challenged Article XXVIII (English Only) of the Arizona Constitution in Federal Court. The case was upheld by the Ninth Circuit Court and was ultimately heard by the U.S. Supreme Court.

He received his bachelor’s degree in political science from the University of Arizona in 1971, and is currently continuing his graduate education in Higher Education at the University of Arizona.
