Infoborn in Brookings, Brookings County, S.Dak., August 8, 1927; attended public schools in Des Moines, Iowa; moved to Eugene, Oreg., 1947; B.S., University of Oregon, Eugene, 1952; served in the United States Navy, 1945-1946; worked as publisher's representative, 1954-1958; was staff director for Oregon Legislative Interim Committee on Agriculture, 1959-1960; became a builder and developer of office and apartment building complexes in Oregon, 1960

Delegate, Democratic National Conventions, 1960, 1964

US House (D-OR) 1975-1987; was not a candidate for reelection in 1986

Democratic nominee for the US Senate in 1986. Weaver withdrew from the race on 8/12/1986. He had borrowed $80,000 from his campaign for an investment, which he subsequently lost. The transfer of funds came to the notice of a US House ethics panel. Weaver maintained that the use of the funds was acceptable but did not want the appearance of impropriety to result in the loss of the race for the Democrats (Coos Bay World, 8/12/1986).

Democratic nominee for Mayor of Eugene 1996, losing to Republican Jim Torrey.

Candidate for Oregon Governor under the banner of the Pacific Green Party in 2002. He announced his candidacy on 4/8/2002 (Albany [OR] Democrat-Herald, 4/9/2002) but withdrew on 8/19/2002 for fear that his candidacy would result in the election of a Republican governor (Corvallis Gazette-Times, 8/20/2002).

Weaver was a resident of Eugene until his death.
