InfoArt is running for U. S. Congress in the 4th district of Missouri to be a portal for the voice of the American people. He believes the American people don’t need another politician. They want someone who will candidly keep them informed of what is going on in Washington. He is convinced that the American people can take the truth and they don’t need it wrapped in political rhetoric or hidden agendas.

Art was raised in St. Louis County adjacent to his grandfather’s farm. As a small boy he worked on several small farms. Over time these county farms gave way to subdivisions and his grandfather’s farm became a park. Art’s parents divorced when his was five. His mother worked in a factory and was committed to providing her only child with a quality education. Beginning at age 15 Art would work to pay for his own tuition. After football he would travel downtown to the St. Louis Post Dispatch and count the bundles of newspapers as they were loaded onto the trucks for delivery. Art continued to work his way through college earning a BS in economics from Washington University. Although he was accepted into law school, he was intrigued and challenged by the commerce of life and went on to earn a masters in economics from Southern Illinois University at Edwardsville, and later passed the CPA exam.

While working his way through college he directly combated gang violence and drug abuse. He held a private contract with businesses where violence was the norm. On one occasion he was hit by a ricochet from a shotgun fired at him by a 14 year old gang member. Gang violence and drug use are one set of outcomes when we neglect teaching our youth the values of respect and responsibility.

In 2000 he married a wonderful woman who had five children – four boys and a girl. The youngest is autistic and deaf. He took them into his heart as if they were his own. He and his wife moved from the St. Louis area to Clarksville, a little community on the Missouri River. There the children could play along the river and attend a rural school. Today the eldest is an IT specialist. The second child is his completing his doctorate in pharmacy, and the next two are starting their studies in radiology and dentistry.

Before coming to this area he worked at a major construction company in St. Louis. He was put in charge of a failing division. Most of the workers were war refugees and did not speak English. The division was performing poorly due to lack of competition from material suppliers and poor quality workmanship. He brought principles of competition to the division. He opened up bidding from competing supply companies. Consequently the division obtained supplies of higher quality for lower prices. With better materials, tools, and training, along with pay incentives the men took pride in their work. Along the way several became journeymen carpenters. As a result the division became quite profitable. Their hard work and dedication to quality demonstrated to themselves, their families, and others that the freedoms of this country provide opportunities for success. The men began taking English classes and studied for their citizenship to become part of America.

He left the construction business to become chief financial officer of Mid-Missouri Energy, the ethanol plant in Malta Bend. For his master in economics he researched oil price shocks and their effect on our economy. He feels that ethanol contributes to the farming community while helping the U. S. be less dependent on foreign oil. He believes more work needs to be done to increase our nation’s energy security through such activities as increased oil exploration and energy research. More regulations, he feels, are not the answer.

He wanted to contribute to his community. When asked to fill a vacant spot on the local school board he volunteered. The next year he was elected to the school board. He was selected by the other members of the school board to be its president. The school had fallen on hard times. Closing the school was not an option. The local community would loose its identity. Many grand parents had played basketball there, met their sweethearts at the dance and went on to make history. Many people have written off the youth in small rural schools. However Art believes in the value of small school education. Each child can succeed to the best of their ability when they know what is expected of them and are encouraged to achieve their goals. Success comes not from relying on the dictates of a government directed program but on rewarding outstanding performance, and community involvement.

He is a member of the U. S. Navy League, a life member of the U. S. Naval Institute, the National Association of Business Economists, and the American Institute of Certified Public Accountants, the Missouri Society of CPAs, and the Institute of Management Accountants.

Art’s life experiences while growing up and working through college has prepared him to represent all of the people of the 4th congressional district. He knows the hopes and challenges of urban, suburban, and rural lifestyles. Arthur Madden understands the value of hard work and commitment to the American dream of life, liberty, and the pursuit of happiness.
