In 2002, Sheila Kiscaden, who was elected to the the Senate three times as a Republican, ran as an Independence Party candidate after the GOP endorsement went to Lynn Zaffke.

Senator Sheila Kiscaden was first elected to the Minnesota Senate in 1992, and re-elected in 1996, 2000 and 2002.

Before being elected to the legislature, Senator Kiscaden worked for Olmsted County as a human service planner and as its legislative liaison. This experience led her to establish a consulting practice in which she provides organizational development, planning, and team building expertise to government and human service organizations in southeastern Minnesota.

Senator Kiscaden is respected by the entire legislature for her expertise in health, welfare, and social service issues. She is known for taking long-range views on issues, and advocates for rational decision-making at the Capitol. Her consulting background gives her a strong belief in using consensus building approaches in resolving legislative conflicts. She has become an active and outspoken leader in the issues of long-term health care, health care reform, adoption, and welfare reform.

Senator Kiscaden's committee assignments have included: Health and Family Security, Health and Family Security Budget Division, Human Resources Finance, Higher Education, Judiciary Committee, Subcommittee on Family Law, Subcommittee on Data Privacy, Subcommittee on Employee Relations, and the Legislative Audit Commission.

Effective leadership and legislative efforts have won Senator Kiscaden awards and public recognition each year that she has been in office. She has had the distinction of being appointed co-chair of the Senate's Subcommittee on Occupational Licensure (a noteworthy accomplishment for a member of a minority party). She also serves as a member of the faculty for the council of State Government's leadership development workshops for the Midwest and Western Regions.

Within the District 30 area, Senator Kiscaden is well-known for her legislative activities on higher education and her advocacy for improving the educational opportunities available through the University Center Rochester.

In 1996, Senator Kiscaden was appointed to chair the High Speed Rail Task Force of the Midwest Council of State Governments. She is a lead advocate for a high speed rail corridor from the Twin Cities to Chicago. Senator Kiscaden continues to serve as chair to this group.
