McCartney was appointed to the Secretary of State position by former Governor Arch Moore in 1975 and served until January 1977.
He was a graduate of West Virginia University and served as the school’s athletic director for several years and was a former head of its alumni association.
He also had held the position of Monongalia County’s School Board president and was on the board for the local Salvation Army.
