InfoRick was elected to the South Carolina House of Representatives in 1988 in his early 20's. After a decade of service, he was elected House Majority Leader, the youngest in the nation. During his tenure as Majority Leader, an unprecedented ten (10) Members were added to the Republican House majority.

Rick served on the House Ways and Means Committee (1992-2004) as Chairman of the Health and Human Services and Medicaid subcommittee. He is past Chairman of the Invitations and Memorial Resolutions Committee. He also served on the Labor, Commerce and Industry Committee and the Medical, Military, Public and Municipal Affairs Committee.
