InfoThe present Governor of Samara Oblast is Konstantin Alexeyevich Titov, who was born on October 30, 1944 in the family of Alexei Sergeyevich Titov, a building engineer, and Galina Dmitriyevna Titova, his housewife.

The Titovs lived in Stavropol upon Volga, which was the former name of the town of Togliatti, Samara Oblast, where Konstantin Titov spent his boyhood and in 1962 finished secondary school No 3.

Konstantin Titov started his working record as a miller at Kuibyshev aircraft factory studying simultaneously at Kuibyshev Aviation Institute, later on re-organized in Samara Aerospace University, under the industry and higher education linkage program. After graduating from the institute in aircraft operation engineering, he continued working as flight engineer at the same factory.

Being of the leader's nature, Konstantin Titov began in 1969 to work in the youth organization of the factory, and then he went on to work as the leader of the youth organization of Kuibyshev Institute of Economy and then of that of the city of Kuibyshev (that was the name of the city of Samara in the Soviet times).

In 1975 Konstantin Titov completed post-graduate courses in economics and industrial organization management at Kuibyshev Institute of Economy. Further on he was engaged in research work within the scope of economics and economy management. He was the chief of the research laboratory at the Volga region agency of the RSFSR Department of National Economy and participated in a number of scientific publications on investment efficiency.

Konstantin Titov also worked in the project group of the Russian Cooperative Law. This experience enabled him to occupy the position of deputy director on economics at Samara branch of the scientific research and production centre Informatics that was one of the first joint ventures in the former USSR.

It was his working experience and leader's ability as well his knowledge of the regional economy that enabled him in March 1990 to win the election to the Soviet of the city of Samara and be elected chairman of the Soviet. He was also among the initiators of the Union of Russian Cities.

In August 1991, by the Ukase of the Russian President, Konstantin Titov was appointed Head of Samara Oblast Administration. That was the period that witnessed a most successful application of his ability of leadership and practical introduction of his scientific knowledge and working experience.

Konstantin Titov's analytical mind enables him to make a detailed analysis of national and regional economic processes in the changing environment. It is thorough scientific research and careful examination into a problem, that is characteristic of his work before he makes any managerial decision. Being a supporter of free market economy, Konstantin Titov has promoted the regional economic reform.

The period of him being the appointed head of Samara Oblast Administration saw the implementation of several programs of major importance for the regional social and economic development: public property privatization, small and medium-sized business development, private enterprise support, defence industry restructuring and support by placing orders of AutoVAZ, the largest domestic automotive manufacturer.

Konstantin Titov was the leader of the project team that had carried out researches in effects of defence industry restructuring on the national defence potential and the efficiency of the regional economy.

It was Konstantin Titov's initiative that the governmental regulation of prices was substantially reduced with special social security schemes being simultaneously introduced for supporting low-income households in the region. This enabled a rise in business activity and a sufficient increase in consumer goods supply on the regional market.

Konstantin Titov has also been a promoter of the regional agricultural reform and an active supporter of the introduction of modern technologies in agricultural production. He supported the regional programs of potato and corn production re-engineering and modern agricultural machines manufacturing at converted factories.

One of the priorities of Konstantin Titov's work has been the development of the international ties of the region. The major purposes are encouraging foreign investment in the region, purchasing advanced technologies and modern equipment to enable the production of import substitution goods, promoting products of domestic companies to foreign markets and developing international cultural and educational exchange.

Konstantin Titov's task-oriented work provided for stable social and economic development of the region. His contribution to the solution of regional social and economic problems had been recognized by the people of Samara Oblast and on December 1, 1996 he was elected and then on July 2, 2000 re-elected Governor of Samara Oblast.

In December 1993 Konstantin Titov was elected the member of the Federal Council of the Russian Federation, where he worked in the Committee on federal matters, federative treaty and regional policy. In the second convocation of the Federal Council he is the head of the Committee on budget, taxation, finance, exchange and customs regulations and banking.

His active political life began with him joining the political council of the Democratic Choice of Russia movement. In 1995 he was elected deputy chairman of the Our Home is Russia movement.

The political leader Konstantin Titov is a defender of the united Russia. He pursues the policy of supporting the priority of individual interests over the interests of the state, guaranteeing safety for life and property and preventing any dissensions between nations or violence.

Konstantin Titov's effort in realizing the Russian economic reform and strengthening the political system of Russia was praised with the Order of Friendship.

In 1995 at St. Petersburg University of Economics and Finance Konstantin Titov presented his dissertation "Defence Industry Restructuring Economic Regulation" and was awarded the candidate's degree in economics.

Konstantin Titov is fond of sports. In his university years he was engaged in track-and-field athletics and was the region's record-holder in triple jump. Now he goes in for swimming and plays tennis. His hobby is collecting stamps, and he is also an ardent bibliophile.

His wife Natalia Borisovna Titova was born in 1955. She is an economist. His son Alexei Titov was born in 1974, he is married and has got a son.
