Terrence J. O’Brien is running for Cook County Board President to bring good government back to the people of Cook County. As President of the Metropolitan Water Reclamation District (MWRD), O’Brien fought for fiscal responsibility and ethics reform.

The MWRD is one of the few governmental agencies in Illinois to have received an AAA bond rating from all three bond rating agencies. Under O’Brien’s leadership, the MWRD refunded $56,212,300 to citizens in tax abatements in 2008 alone. O'Brien voted in favor of returning these surplus funds to the taxpayers that needed it most. That same year, the MWRD was recognized for their excellence in government finance by the Government Finance Officers Association of the United States and Canada. O’Brien has always believed in reducing taxes. In 1989 the MWRD instituted a five percent tax cap, and six years later the Illinois General Assembly followed suit. O’Brien will bring this history of fiscal responsibility to the office of Cook County Board President.

Good government relies on more than low taxes and responsible leadership, it also depends on hardworking and qualified staff members. O’Brien has always ensured that employees are hired for what they know, not who they know. During his time as President of the MWRD, he has mandated that all applicants take a series of examinations prior to being hired. O’Brien will continue his fight for efficiency and hiring reform at Cook County.

O’Brien currently lives on the northwest side of Chicago in Edgebrook with Julie, his wife of 22 years, and their three children Kevin, Therese and Patrick. O’Brien is active in his community, participating in professional and charitable organizations. O’Brien is the recipient of many awards, including the 1996 Illinois Committee for Honest Government Award, the 1999 Excellence in Community Service Award from John Carroll University and the 2006 American Public Works Association, Chicago Chapter, Distinguished Service Award.
