Borja, a doctor of education, was fired as education commissioner by the Board of Education in June 2008.
He taught at Marianas High School from 1994 to 1995 before transferring to Hopwood Junior High School in 1996, becoming its principal until 1999.
In 2000 Borja was named associate education commissioner for administrative services.
Six years later, by a 3 to 2 vote, BOE named him commissioner of education.
