InfoCouncilwoman Spector is the dean of the Baltimore City Council, having served six terms since her appointment in June 1977. She is a graduate of the Baltimore City Public School system and attended Baltimore Hebrew University and the Returning Women program at Goucher College.

Councilwoman Spector is on the Legislative Committee, and a former president, of the Maryland Association of Counties (MACo). She serves on the Deferred Compensation Advisory Committee of the National Association of Counties (NACo) and is the vice president of County Elected Women of Maryland.
