InfoHonorable Carolyn McLaughlin has more than 25 years experience in public service, preceded by 10 years as a research chemist in cosmetics development and nuclear weapons research. Elected to the Albany Common Council in 1997, Ms. McLaughlin proudly represented the Second Ward in the historic South End while also serving as Majority Leader. In January 2010, Ms. McLaughlin began a four-year term as the first African-American President of the Albany Common Council.

At the Albany Common Council, Ms. McLaughlin was Chair of the Housing and Community Development Committee, where she was responsible for oversight of the Community Development Block Grant process. She is a strong advocate for quality affordable housing and also promotes the rehabilitation and reuse of abandoned properties. Ms. McLaughlin co-sponsored the Vacant Building Registry.

Ms. McLaughlin served on the Finance, Taxation and Assessment Committee where she sponsored legislation to provide tax relief to disabled residents and senior citizens to mirror state legislation.

Ms. McLaughlin also served on the Planning, Economic Development and Land Use Committee where she sponsored legislation to improve business opportunities for minority and women owned businesses. She is also a board member of the Downtown Business Improvement District.

Ms. McLaughlin is a proponent of access to affordable childcare and senior services. Ms. McLaughlin consistently offers opinions, solutions and dialogue on issues and challenges faced by the community including women’s issues, the environment, education, HIV prevention, crime and drugs.

As a founding Board member of the Albany Coalition for Economic, Environmental and Educational Justice, Inc. (CEEEJ) she is committed to increasing employment and economic development opportunities for the residents and business owners in the Capital District.

As an Assistant Manager in the Human Resources Department of the New York State Teachers’ Retirement System she is responsible for quality training and coordination of the annual MWBE Investments conference. Prior to this assignment she was Assistant Manager for Budget and Planning for seven years. Before that, she worked for 11 years with the New York State Division of Budget.

Ms. McLaughlin is a native of Albany and earned a Bachelors Degree in Chemistry from Keuka College in Keuka Park, NY. She also received a National Urban Fellowship and earned a Masters in Public Administration from Baruch College of New York City.

Ms. McLaughlin has a strong commitment to volunteer work. She devotes time to the Black Women’s Association of Albany, Zonta International, Two-Together Reading Program, Capital Area Council of Churches, Girl’s Inc. and the New York State Center for Women in Government & Civil Society. Ms. McLaughlin also serves as President of the Capital Region Chapter of the National Forum for Black Public Administrators. She is a member of Mt. Calvary Baptist Church where she serves on the Trustee Board and sings in the Adult Choir.
