InfoMark was born in Seoul, Korea, the youngest child of a Presbyterian minister. At age four, Mark and his family moved to Vietnam where his father established a church. In 1975, when Vietnam fell to communism, Mark and his family fled the war-torn country. They then moved to Australia, where his father established another church.

Mark’s family eventually moved to America, settling in Orange County, California. While his father began a small church, his mother worked on a factory assembly line. Mark helped supplement the family income with a series of part-time and summer jobs, including factory labor, construction, and collecting shopping carts from a retail parking lot.

Mark received a political science degree from the University of California at Irvine, and had a chance to live in Falls Church during college while working as a DC intern. After receiving a law degree from Hastings College of the Law, Mark returned to Virginia to work for the Federal Communications Commission.

As one of the agency’s enforcement attorneys, Mark prosecuted companies and individuals who violated FCC regulations. Mark also worked on implementing portions of the landmark Telecommunications Act of 1996 and on some of the first FCC auctions that sold licenses for use of the public spectrum for wireless communications.

In 1998, Mark became assistant chief counsel in the Office of Advocacy within the Small Business Administration. As a policy advocate, Mark worked with Congress and federal agencies to level the playing field for small businesses that competed with larger companies. Mark also helped implement the Access to Capitol Electronic Network, an online matching program that allowed start up entrepreneurs and angel investors or small venture capitalists to find each other.

In 2001, Mark went to the U.S. Senate Judiciary Committee to work for Senator Dick Durbin as his chief counsel. Mark spent six years working on a wide variety of complex issues and gained a solid reputation for his ability to reach across the aisle to seek common sense solutions.

After twelve years of government service in both executive and legislative branches, Mark joined Verizon Communications as Vice President and Counsel where he helps develop public policy ideas that promote the use of technology to solve societal problems. He is currently on unpaid leave of absence from the company.

Mark has been married to Alex Seong Keam for over ten years, and they have two small children. Tyler and Brenna attend Marshall Road Elementary School in Vienna. Tyler is a proud Wolf Cub, while Brenna is a budding Daisy Scout.

Alex is also a Korean immigrant, who came to Maryland’s eastern shore at age six. She works fulltime as a trademark examining attorney for the U.S. Patent and Trademark Office. The Keams reside in Vienna near Oakton (Providence District, Nottoway Precinct).
