| Info | Congressman Jack Quinn (R-Hamburg) is in his sixth term representing Western New York in the U.S. House of Representatives. Rep. Quinn enters his first term representing the newly formed 27th District, which includes parts of Erie County and all of Chautauqua County. Rep. Quinn is the Chairman of the Transportation and Infrastructure Subcommittee on Railroads and a senior member of the Subcommittees on Aviation and Highways and Mass Transit. Rep. Quinn is the only New York State Member of the Veterans? Affairs Committee. In addition to his committee roles, Rep. Quinn also serves as Chairman of the Executive Committee of the Congressional Steel Caucus, Co-Chair of the Northeast-Midwest Congressional Coalition, and Chairman of the House Republican Working Group on Labor. Beginning in the 108th Congress, Rep. Quinn has been voted as Co-Chair of the Northern Border Caucus.
After graduating from Siena College, Rep. Quinn taught English in the Orchard Park School District for 10 years and earned his Masters Degree in Education from the State University of New York (SUNY) at Buffalo. Rep. Quinn went on to receive his New York State School District Superintendent Certificate from SUNY-Fredonia. His experiences in the classroom have greatly influenced his work in Congress to ensure that education remains a top priority of our nation.
Rep. Quinn began his public service career in 1981 with his election to the Hamburg Town Board. During his first term as a public servant, he was elected Hamburg Town Supervisor, a post he held until his election to Congress in 1992.
Service to constituents has remained Rep. Quinn?s top priority since first being elected to Congress. Whether helping a veteran in obtaining benefits, aiding senior citizens in acquiring their Social Security payments, or working on any other problems individuals may be facing in dealing with the federal government, Rep. Quinn has successfully opened and closed over 10,000 cases on behalf of the people in his district. That commitment to federal casework has been nationally recognized as ?legendary.?
In April 1996, Rep. Quinn was awarded the prestigious AMVETS Silver Helmet Award for his work on behalf of our nation?s veterans. In receiving this award, he was credited for his effort to install phones at veterans? bedsides and legislation he introduced to establish quality standards for mammograms administered at our nation?s VA Hospitals. Rep. Quinn continues to work for the nation?s veterans. He has introduced legislation that would designate ?Pearl Harbor Day? a national holiday.
As Chairman of the Railroads Subcommittee, Rep. Quinn continues to fight hard for preserving Amtrak as part of our nation?s infrastructure. It is because of his commitment to Amtrak and passenger rail that earned him the ?Golden Spike Award? from the National Association of Railroad Passengers. Safety on railways is another key issue for Rep. Quinn. In recognition of this, Operation Lifesaver presented him with their ?Congressional Appreciation Award.?
Rep. Quinn worked tirelessly to ensure that the Railroad Retirement Survivors Improvement Act got the attention it deserved since entering Congress. This year, it passed and was signed into law by the President. This legislation will protect the rail employees? future, granting them the financial security necessary to live a well-deserved and much-needed retirement.
Recent figures indicate that Buffalo is the most unionized city in the country. Rep. Quinn recognizes the need for a strong labor presence, and is co-chair of the House Working Group on Labor. The group allows him to have an open line of communication with labor leaders, and provides an instrumental link for the Republican party. In March 2002, the President signed into law legislation written by Rep. Quinn that extends the availability of benefits to those who lost their jobs as a direct result of the September 11th terrorist attacks.
Farming and agriculture have been key concerns for Rep. Quinn since entering Congress. According to the New York State Department of Agriculture, the state ranks second in apple and cabbage production, third in grape, milk and total cheese production, and field crops, and fourth in snap beans and sweet corn production. There are approximately 38,000 farms in the state, covering 7.8 million acres of farmland.
Throughout the year, Rep. Quinn conducts roundtable discussions with representatives from a variety of facets of the agriculture industry. These discussions give Rep. Quinn the opportunity to learn what key issues concern the dairy, vegetable, greenhouse, grape, nursery, service and general agricultural industries, to name a few, and prove invaluable when important agricultural issues are discussed and voted on in the Capitol.
In 2001, the New York Farm Bureau, a non-profit volunteer organization financed and controlled by member families for the purpose of solving economic and public policy issues challenging the agricultural industry, honored Rep. Quinn as a ?Friend of the Farm Bureau.? This national recognition award is given to Members of Congress that demonstrate a strong voting record consistent with the views of the Farm Bureau.
During the winter of 2001, Western New York was hit with record-setting snowfall. As a result, many residents and businesses were negatively affected. Rep. Quinn was the first to call the White House and tell the president that ?the snow is over the Big Man?s head,? referring to the President?s nickname for him as the ?Big Man from Buffalo.? Because of Rep. Quinn?s involvement in the cleanup of this storm, President Bush issued a Major Emergency Disaster Declaration offering millions of dollars in federal funds to help repair and replace damaged public facilities as a result of the snowstorm. The Small Business Administration approved disaster status for local businesses and homeowners adversely affected by the storm. The federal government responded to Rep. Quinn?s call for help to Western New York.
