David M. Barasch joined Rhoads & Sinon after a twenty-seven (27) year career in public service at the highest levels of both federal and state government.
From 1993 until May of 2001, Mr. Barasch served as United States Attorney for the Middle District of Pennsylvania. Directing a staff of Assistant U.S. Attorneys located in federal courthouses in Harrisburg, Scranton, and Williamsport, his office gained national recognition and received U.S. Department of Justice awards for ground breaking initiatives in the fields of health care fraud, public corruption, environmental crime, securities fraud and complex civil litigation. In recognition of his leadership and accomplishments in a broad range of Departmental initiatives, in 1999, Attorney General Janet Reno appointed Mr. Barasch to the Attorney General's Advisory Committee, becoming the first U.S. Attorney from the District to be selected to this key Justice Department leadership position since 1984.
His Justice Department tenure followed a distinguished career in Pennsylvania state government. From 1990 and 1993, Mr. Barasch served on Governor Robert P. Casey's senior executive staff. As Special Assistant to the Governor, he was the Governor's senior policy advisor and cabinet liaison for all matters relating to environmental protection, public utility and insurance regulation.
Between 1983 and 1990, he was Consumer Advocate for the Commonwealth of Pennsylvania, having been appointed to the position by Attorney General LeRoy Zimmerman. During this time, he was directly involved in numerous precedent setting cases, ranging from the Three Mile Island accident, to "Caller ID" service, to Dusquesne Light Co. v. Barasch, generally regarded as the most significant U.S. Supreme Court utility case in 50 years. From 1985-1989 he served as President and Vice-President of the National Association of State Utility Consumer Advocates.
