InfoA resident of Howard County, MD for over fifty years, Paul started his law enforcement career as a Maryland State Trooper. Over a span of twenty-eight years, Paul worked his way up through the ranks to Major, commanding the Maryland State Police Criminal Investigations Division.

His integrity, skills and temperament earned him the appointment as Howard County's Police Chief. During his eight years as Chief, he instituted many innovative programs and was elected President of the Maryland Chiefs of Police Association and is currently a member of their executive board. He is also an expert in police procedure and testifies in civil and criminal trials throughout the Mid-Atlantic States.

Paul earned his Bachelor of Arts and Law Degree while attending school at night from the University of Baltimore graduating with honors, and was admitted to the Maryland Bar in 1974. In 1985, he was chosen the University of Baltimore's "Alumnus of the Year".

A graduate of the Howard County Leadership Program, he has served on the Governors Commission on Law Enforcement and the Governors Executive Advisory Committee as well as numerous other volunteer and professional associations. Paul taught various law and police administration courses at the University of Baltimore, Loyola College and Catonsville Community College.

As a small business owner and practicing attorney, he knows the adverse effects which result from the government's over-regulation of its citizens.

He is married to Margaret Rappaport who is the Clerk of the Circuit Court for Howard County.
