InfoHubert Patty's Response to The Raven Society Candidate Position Questionnaire:

1. What is your occupation? (Please list both primary and all secondary.)

Attorney

2. Please list all schools, colleges, and universities that you have attended and all degrees you have earned.

Walland School

University of Tennessee: B.S., LLB, Doctor of Jurisprudence

Command and General State College

Army War College

3. Why have you chosen to run for office?

Most people, for good cause, have lost confidence in government at all levels. In Blount County, people generally feel that they have no part in what happens. I simply want to make government available to all citizens.

4. What do you see as the three most critical issues facing Blount County?

(1) Tax Burden

(2) Restoring and preserving Blount County its beautiful and unique status.

(3) Alter government structure (More Direct Democracy).

5. How do you propose to address each of these three issues?

(1) Direct responsibility with County Executive (keep the "lock box" locked. (End special interest control.) Better Planning.

(2) Move from industrial type employment to research and corporate entities. Restore and preserve the natural beauty of the County, which is our greatest asset.

(3) Establish a municipal type government to better place liability and responsibility. Lower taxes by better planning.

6. What is your vision for Blount County/Maryville in 5 years?

Blount County is unique of all counties in the state and is the most beautiful place in the Country and perhaps the world. I look forward to green land, free running rivers and streams, clear skies pollution free, well educated people with comfortable living.

7. What is your vision for Blount County/Maryville in 20 years?

More of the same from no. 6. We need to look to England for preserving our natural assets.

8. Do you support the extension of the Pellissippi Parkway from Old Knoxville Highway (SR 33) to US 321?

x Yes

If you checked "yes", is it because (check all that apply):

x You believe it is a "done deal" with T-DOT, and that the County government cannot affect the outcome either way.

9. How do you intend to address the development pressures this extension will bring, including impacts on Blount County's secondary roads, schools, public services, air and water quality?

If we can alter the government structure to better place liability and responsibility we can meet these challenges, with the proper roads and a new type of economic design.

10. Would you support or oppose the Proposed Interstate 140 By-Pass (Southern Loop) around Maryville and within the County? Why?

I support it because I believe that well planned roads will better permit us to do long range planning to the end that we can establish a permanent beauty plan. Roads also to some extent do zoning for us.

11. What do you plan to do to prevent or encourage the completion of the Southern Loop?

Communicate with the landowners involved and persuade the State Officials to cooperate.

12. Are you familiar with the County's Five Primary Planning Guidelines, which were formulated from a Land Use Study conducted in 1998? How would you incorporate the results into your own decision-making in your new or renewed position?

Some of these issues are yet to be resolved in court.

13. What is your position on the annexation compromise (Public Charter 1101)?

Needs more study.

14. What is your opinion of the Cities and the County working together in land use planning? (As the Knoxville Metropolitan Planning Authority operates.)

The County and the cities must work together. Blount County is for all the people and we should act as a unit to eliminate conflicts and duplications.

15. What do you see as the best way to protect the rural nature of Blount County?

Design roads that will tend to govern development. Permit no type of industry south of U.S. Highway 411. Use public funds to purchase certain areas (Little River Gorge Entrance, etc.).

16. What do you see as the best way to protect the unique environmental features of Blount County (Little River, Great Smoky Mountains National Park, etc.)?

Establish a municipal type government that can communicate with the people and have the courage to act. Demand more effort from TVA and others to more eliminate pollution.
