InfoCarroll arrived in Hawaii in 1949 and is a Korean War veteran who served in the United States Army infantry from 1951 to 1953. He is a lawyer and a retired pilot who flew for Hawai'ian Airlines. He served in the state House and Senate from 1972 to 1980. He is the former Chairman of the Hawai'i Republican Party.

Divorced, Carroll lives in Uhualoa on the Big Island of Hawai'i. He has six children.

Carroll was born in 1929, a native of St. Mary's, Kansas. He received his Bachelor of Art degree in education from the University of Hawai'i at Manoa in 1956. He obtained his professional teaching certificate from the university in 1958. In 1965, Carroll graduated from St. Mary's University in San Antonio, Texas with a law degree.

Carroll is most famous for having become tangled in a controversy over his lawsuit against the Office of Hawai'ian Affairs.

In 2002, he produced a memorable television commercial to defend himself. The ad began with Carroll greeting his viewers, "Aloha. Im John Carroll, and in no way am I a racist."

Carroll said people have misunderstood his position on Hawai'ian issues, and pointed out he has three part-Hawai'ian children and 11 part-Hawai'ian grandchildren.
