In the 1998 plebiscite, in an attempt to influence the balloting by the wording of the ballot, pro-statehood party, New Progressive Party (PNP), used the term "Territorial" Commonwealth [Link] for the status quo option. The PDP viewed this unfavorably and supported successfully None of the Above in that campaign.
