InfoThomas V. Ognibene was elected to the New York City Council in the November 1991 election, and subsequently re-elected in 1993 and 1997 unopposed, serving the full ten (10) years allowed by term limits. During this time, he served on the Public Safety, Housing and Buildings, Standards and Ethics, and General Welfare committees. Mr. Ognibene was appointed to the prestigious Finance Committee, becoming the first member of the “Class of 1991” to be so appointed. In 1995, Mr. Ognibene was appointed by Speaker Peter F. Vallone to the Council’s Leadership Team and Budget Negotiating Committee, where he gained extensive experience in negotiating the City’s legislative and financial agenda with the Mayor.
On November 23, 1994, Mr. Ognibene was elected by his fellow Republican colleagues as the Minority Leader of the New York City Council. As Minority Leader, Mr. Ognibene was well known and respected for his passionate defense of the Republican Party, his fellow Republican office holders and the principles of his party. Mr. Ognibene worked very closely with Mayor Rudolph Giuliani and spearheaded his fiscal, social and crime-fighting agenda within the heavily Democrat-controlled City Council.

Mr. Ognibene made numerous appearances on national and local television and radio and was particularly well known for his appearances on New York 1, where he was identified as an aggressive debater, defender of the Republican Party and the conservative conscience of the Council.

Mr. Ognibene has served as Counsel to the New York State Senate Standing Committee on Veterans Affairs, the Senate Veteran’s Advisory Council and Counsel to the New York State Senate Committee on Consumer Protection. In 1998, Mr. Ognibene was appointed by Governor Pataki to the New York State Housing and Building Codes Council where he was instrumental in developing a uniform statewide code.

Mr. Ognibene has been actively involved for the last 25 years in the administration of a secondary educational institution as a member of the Board of Trustees of Christ the King Regional High School and is currently Vice-Chairman of the Board and Chairman of the Scholarship Committee.

Mr. Ognibene has served as Executive Vice Chairman and Executive Director of the Queens County Republican Party, and President of the Evergreen Republican Club of Ridgewood. Mr. Ognibene was a Delegate to the 1996 and 2000 Republican National Conventions and in 1996, he was honored with the position of Delegate to the National Platform Committee of the National Republican Committee representing the State of New York. He has also served as Law Chairman of the Queens County Conservative Party and is counsel to the Juniper Park Civic Association. He is a member of the Blackstone Lawyers Club, Catholic War Veterans, American Legion, Americans of Italian Heritage, Mario Lanza Lodge Order Sons of Italy, Glendale Kiwanis, and is Vice- President of the Christopher Columbus Italian-American Association.

Mr. Ognibene’s strong connection to the City of New York is evident from his up-bringing. Mr. Ognibene is a life-long New Yorker, born in Morningside Heights. His mother, Josephine, was a New York City school teacher and his father, Morris, was a painting contractor. Mr. Ognibene, a graduate of the New York City Public School system, resided in New York City before entering military service.

Mr. Ognibene was a Dean’s List graduate from C.W. Post College in 1966. He was the 1967 Honor Graduate of the United States Army Armor School Officer Class and served in the United States Army Armor Corps from 1967 to 1970. After military service, Mr. Ognibene and his family resided in Queens County. He attended Brooklyn Law School where he was awarded his Juris Doctor Degree in 1974. Mr. Ognibene entered the private practice of law in 1975, specializing in representing the interests of homeowners and small businesses.

Mr. Ognibene currently resides in Middle Village, Queens with his wife Margaret (nee Bollmann) of 37 years, a former New York City junior high school teacher, and his two rescued retired Greyhounds, Smooth Maggie and Smooth Champion. Mr. Ognibene and his wife have two grown children, Guy and Eve, both New York City residents.

Mr. Ognibene has been active in community and civic affairs since relocating to the community after his military service and has often donated his services pro bono on issues of concern to the community.
