This week we honor former Texas State Representative Dick Waterfield, a man who spent his life taking care of other people.
Dick was born in Canadian in rural west Texas. During his years at Canadian High School, sports teams had to travel long distances in order to have competitive games. These were the days before modern conveniences like motels and the local Dairy Queen, so Dick, with the help of his mother Marjorie, arranged for free room and board in local homes for the student athletes. His ability to spot an unspoken need and provide help was evident even then.
After graduation Dick attended Oklahoma State University where he was a member of Beta Theta Pi, an organization dedicated to intellectual excellence, high standards of moral conduct and responsible citizenship.
After college Dick returned to Canadian to run the family ranch. He was also president and co-owner of Canadian Feed Yards. A friend remembers a period of an unbearable drought when ranchers were in danger of losing their cattle. Dick knew each rancher in the area and made it his business to find out which ones were in the most danger. He then compelled a friend who owned a trucking company to donate his time and the use of one of his trucks to haul water to every ranch in dire need. Together they delivered enough water to not only meet the immediate emergency but to also provide for the near future.
Dick served as president of Texas Cattle Feeders Association and was a member of the board of directors for First State Bank of Canadian. He was elected to the Texas House of Representative where he was voted Outstanding Freshman Legislator. He served from 1986 to 1990. A former colleague recalled that Dick taught him “how to work within the system without sacrificing my integrity.”
In addition, Dick served as Deputy Secretary of Agriculture and helped established the Texas Agriculture Finance Authority. After his life of public service, Dick continue to work in the political arena, most recently with Senator Kirk Watson (D-Austin) and Representative Warren Chisum (R-Pampa) on a bill to create a grant program to strengthen the work of Meals on Wheels and other qualifying home meal-delivery programs (SB 286; HB 407).
Dick was a champion volunteer at Meals on Wheels, delivering meals weekly, shopping for groceries, and checking in on homebound elderly and disabled. His work was extensive and long-term and earned him the award of Austin’s 2006 Volunteer of the Year.
