InfoServing his first term, representing the New York State Senate’s Seventh District, Jack M. Martins has been instrumental in bringing fiscal integrity to New York State. As a former village mayor, Senator Martins earned the reputation of being a fiscal reformer who provided tax relief during difficult economic times when taxpayers needed it the most by reducing government spending and creating greater efficiencies.

Immediately upon taking office in January 2011, Senator Martins began working with his colleagues to get New York on the right fiscal path. The result was an on-time budget for 2011-12 that reduced state spending by 2 percent and eliminated a $10 billion deficit without any tax or fee increases. In his first Senate session, which has been hailed as an historic success, Senator Martins also worked to pass the Middle Class Tax Cut and Job Creation Bill that reduced taxes for more than 4 million New Yorkers to the lowest point in 58 years.

In 2012, Senator Martins and his colleagues followed up their success, again passing an on-time budget without raising any taxes or fees. At the same time, the 2012-2013 budget also increased funding to education and restored the EPIC program to help seniors pay for their prescription drugs. The budget also once again made job creation a priority by investing in infrastructure and promoting regional economic development. Because of his work in economic development and community revitalization, Senator Martins was named as the lone Senate representative to the Long Island Regional Economic Development Council.

Senator Martins also has fought to bring additional tax relief to the residents and businesses across New York State. He supported a tax cap that caps the rate of property tax increases at 2 percent per year. He also co-sponsored legislation to eliminate the MTA Payroll Tax, and was successful in his efforts to work with the Governor to have the tax eliminated for all schools and small businesses. As chairman of the Senate Standing Committee on Local Government, Senator Martins also sponsored bills to eliminate the MTA Payroll Tax on all counties, towns and villages as well as libraries.

As the Senate’s lone Long Island representative to the New York State Mandate Relief Council, Senator Martins had also been a leader in exploring ways to provide relief to school districts and local governments from mandates being handed down from the state and passed onto taxpayers. He sponsored legislation to reduce unfunded or underfunded mandates imposed on local governments and school districts and was successful in getting mandate relief measures passed and signed into law by the Governor, including the School Bus Mandate Relief Act, providing school districts with millions of dollars in savings. Senator Martins also supported pension reform legislation that is expected to save taxpayers $80 billion over 30 years as well as mandate relief for local governments, alleviating counties from the growth of Medicaid expenses, expected to save $1.2 billion over five state fiscal years.

Senator Martins also worked to enact legislation to increase oversight of the Long Island Power Authority (LIPA). Senator Martins was also proud to co-sponsor landmark insurance reform legislation, requiring insurance companies to cover screening, diagnosis and treatment for individuals with autism spectrum disorders. Senator Martins also supported a bill that requires insurance companies to cover the cost of supplemental screening for women who are at a greater risk of being diagnosed with breast cancer.

In 2012, another historic session in Albany, Senator Martins co-sponsored legislation to restore the STAR Rebate Check program, which would provide $202 million in property tax relief to senior citizens and $1.2 billion in property tax relief to middle class families. He also co-sponsored landmark legislation to combat prescription drug abuse through the creation of a prescription monitoring program (ISTOP).

Prior to his election to the New York State Senate, Senator Martins served as the Mayor of his hometown, the Village of Mineola, where he worked to put the village on solid fiscal ground by instituting sound financial practices and encouraging downtown revitalization. His efforts were recognized in 2005 by Vision Long Island when they awarded his planning leadership the prestigious Smart Growth Award in recognition of the village’s successful Master Plan development.

Senator Martins resides in the Village of Mineola, where he and his wife Paula are raising their four daughters. He holds a degree from American University and a Juris Doctorate from St. John's University School of Law.
