Helene N. White (born December 2, 1954) is a judge on the Michigan Court of Appeals and a current nominee to the United States Court of Appeals for the Sixth Circuit.
Background
White graduated with a bachelor's degree in economics from Barnard College in 1975 and the University of Pennsylvania Law School in 1978. She then clerked for two years for Michigan Supreme Court Justice Charles Levin, whom she would later marry. She then won an elected position on the Common Pleas Court for the City of Detroit, and in 1982 was elected to the Wayne County Circuit Court. White was elected to her current position on the Michigan Court of Appeals in November 1992, and began serving in January 1993. Her current term expires in 2011.
Sixth Circuit nominations
On January 7, 1997, President Bill Clinton nominated White to a vacant seat on the U.S. Court of Appeals for the Sixth Circuit. With the U.S. Senate controlled by Republicans during Clinton's entire second term, White's nomination languished for more than four years before being returned to the White House when Clinton's presidency ended, chiefly because of objections from then-Michigan Senator Spencer Abraham. White's 1997-2001 nomination remains the longest federal judicial nomination in U.S. history never to have been acted upon by the Senate.
Once President George W. Bush took office in 2001, he quickly appointed nominees to fill two vacancies on the Sixth Circuit, including the one to which White had been nominated. However, Michigan Senators Carl Levin, whose cousin is White's husband, and Debbie Stabenow consistently succeeded in blocking Bush's nominees, citing the fact that White and fellow Sixth Circuit nominee Kathleen McCree Lewis, whom Clinton had nominated in September 1999 (and who died in October 2007) never had received up-or-down votes from the Senate during Clinton's presidency.
On April 15, 2008, as part of a rumored deal to unblock a logjam regarding federal judicial nominations, Bush nominated White to the Sixth Circuit again, more than eleven years after she was first nominated by Clinton.
