InfoJim is a General "Colin Powell" Republican...conservative values with a social conscience. Jim served as co-chair of the effort ten years ago to draft General Colin Powell into the presidential race. Following the principles of General Powell, Jim believes there must be overwhelming reasons of national security, and an exit strategy in place, before American military forces are committed in conflict.

More recently, Jim attended a, by-invitation only, National Security Seminar as a civilian attendee integrated with career officers. The issues discussed are relevant in reaching decisions in foreign policy today and tomorrow.

At a young age, Jim's opinions about representative government were influenced by his selection to represent his high school at the American Legion Boys/Girls State program. He believes such programs instill an early interest in promoting public service, and an education about such service. Jim is ready now to put that experience to practice.

Since high school, Jim has developed his skills and experience through the most rigorous service he could provide to his country. He has developed his passion to represent people through his appointment to state-level boards and through service on various community boards.

At 17, Jim earned his Eagle Scout rank and served as the senior elected scout leader of a scout group from all over New Hampshire that represented the state at a national scouting event.

At age 18 Jim entered active duty in the military as a cadet at West Point. He served on active duty for ten years, leaving the military as an army captain, and ranger-qualifed Green Beret who spent time in Central America, Scandinavia, Europe and Israel. He then attended Suffolk University Law School in Boston, where he graduated with honors.

Only five percent of law school graduates receive clerkships with courts at graduation. It is highly competitive. Jim was honored to be one of them. He was selected, and served, as law clerk to Chief Justice David Brock of the New Hampshire Supreme Court upon his law school graduation.

As a partner in a seven-attorney law firm, he has observed firsthand the challenges presented to small businesses.

Jim has taken on insurance companies to prove insureds are entitled to coverage and payment for damages. When towns sought to seize property, without compensating owners, he fought them and established the law in New Hampshire that prevents the seizure of property without compensation to the owners. When a builder was challenged ten years after completing construction on a project, Jim challenged the law that allowed suits to be brought decades later, and convinced the Supreme Court to accept as constitutional a legislative statute limiting claims to 8 years after construction is completed. The impact of that decision means lower costs for builders and bigger savings passed on to those building residential or commercial properties.

Jim comes from a family history of supporting small business and providing public service. His grandfather, Gilbert Steiner, operated a Gulf Service Station in Connecticut from the early years of mass transportation by car. From hand pumps to islands, his grandfather passed on a work ethic Jim applies in his practice of law on behalf of clients. Jim's father, Bob, and his mother, Lee Anne, served, respectively, on the Manchester City School Board and as a State Representative. Lee Anne served on the powerful Appropriations Committee.

Jim's devotion to the education and development of youth is well known. He has been a scout leader, soccer coach, basketball coach, religious teacher, and chair of the New Hampshire Bar "Law-Related Education" Board. As chair, he applied for and received a $500,000 Department of Justice award used in New Hampshire to benefit student projects. New Hampshire was one of only eight (8) such states recognized by such a sizable award. As a community leader, he has served on the State Board of Education as well as on a number of civic boards, including the Red Cross, YMCA and the Daniel Webster Council, Boy Scouts of America.

Jim will bring a foundation of integrity and leadership to Congress.
