InfoProfessor Howlett has had a varied and most distinguished career. After graduating from law school, he served as a judicial clerk for the Honorable William J. Bauer of the Federal District Court and Seventh Circuit Court of Appeals in Chicago. After briefly serving as an Assistant United States Attorney, he entered the private practice of law, handling civil and criminal matters. From 1981-83 he served as a Special Deputy Prosecutor in South Bend, Indiana. His service as and officer and director of the Lawyers Assistance Program and the American Refugee Committee have been his principal pro bono activities.He served as an Associate Judge of the Circuit Court of Cook County from 1983 to 1986, sitting in the Law and Municipal Divisions. After running for Lieutenant Governor of the State of Illinois, he returned to the private practice of law, initially with Phelan, Pope & John. While at PP&J he also served as Deputy Special Outside Counsel to the U.S. House of Representatives Ethics Committee for In re: The Speaker of the House, 1988-89. In 1994 he joined the Chicago law firm Shefsky & Froelich, where he served as chair of the litigation department. Before joining Loyola's faculty in 200 1 he had regularly taught at Chicago area law schools since 1977 including the University of Chicago from 1985-2000. In addition from 2001 to 2005 he served as an Assistant State's Attorney and Counsel to Cook County State's Attorney Richard Devine. In September, 2005 he returned to the Circuit Court by appointment of the Illinois Supreme Court and was elected Judge of the Circuit Court in 2006. He currently sits at the Juvenile Justice Center in Chicago.
