Info | Commissioner Jim A. Scott became a Broward County Commissioner on December 12, 2000, after he was appointed by Florida Governor Jeb Bush to fill a vacancy on the County Commission. His term expires November 19, 2006.
A Broward County resident since 1965, Commissioner Scott is a practicing attorney and a founding partner of Tripp, Scott Law Firm in Ft. Lauderdale. He is a member of the Florida, Kentucky and American Bar Associations and the Broward County and South Palm Beach County Bar Associations. He is a member of the Fort Lauderdale Chamber of Commerce, the Boca Raton Chamber of Commerce and the University of Kentucky Law Alumni Association.
Born in Pikeville, Kentucky, in 1942, Commissioner Scott was educated at the University of Kentucky, where he received his baccalaureate degree in 1963 and his law degree in 1965. He was a member of Sigma Nu fraternity and Phi Alpha Delta Law Fraternity. He served as a legal officer with the Coast Guard in South Florida, 1965-68.
In 1972, he became an Associate Municipal Judge in Deerfield Beach and served as a prosecutor for that city from 1973-76. He served as attorney for the Broward County Legislative Delegation from 1972-74 and was a member of the founding board of directors and treasurer of the Legal Aid Service of Broward County.
In 1976, he was elected to the Florida Senate, where he served for more than 24 years. His distinguished career in the Florida Legislature led to the presidency of the Senate in 1994. He served as Minority Floor Leader, 1978-80; Minority Leader, 1980-82; Judiciary Committee Chairman, 1982-84; Appropriations Committee Chairman, 1986-88 and 1992-93; Chairman of Rules and Calendar, 1989-90; Vice Chairman of Rules and Calendar, 1993-94; President of the Florida Senate, 1994-96; Chairman of Regulated Industries, 1997-1998; and, Banking and Insurance Chair, 1998-2000.
Among Commissioner Scott’s awards and recognitions: "Legislator of the Year" Distinguished Service Award, South Florida Consortium of School Boards, 1993; Nature Conservancy “Preservation 2000 Future Generations Award,” 1993; Anti-Defamation League “Torch of Liberty Award,” 1985; Florida Realtors for Private Property Rights “Legislator of the Year,” 1978; “Most Effective First Term Member,” 1978; “Most Effective Member of the Senate,” 1990-92 (Allen Morris Awards); Honorary Doctorate from Fort Lauderdale College, 1980; Community Service Council’s “Distinguished Service Award,” 1984; ARC (Association of Retarded Citizens) “Legislator of the Year,” 1987; Republican Senate President-Designate, 1989 and 1994; “Most Effective Member of the Senate,” 1990 (Allen Morris Awards); National Republican “Legislative Excellence Award,” 1990, 1992 and 1993; Cities in Schools award, 1993; and, Pete Weitzel/Friend of the First Amendment Award, 1996, for promoting open government.
Commissioner Scott lives in Fort Lauderdale with his wife, Janice. They have two grown children, Frank and Stacy Ann.
