| Info | Regina Montoya has spent her entire adult life in Dallas where she has served her community as a civic leader, corporate and healthcare attorney, college professor, and nonprofit CEO. Regina is proud to call Dallas home. Throughout her entire career, she has worked tirelessly to ensure that it is a place where every citizen and family has an equal and fair opportunity to unlock their potential.
Regina was asked by Mayor Mike Rawlings to serve as the Chair of the Mayor’s Task Force on Poverty. Together with her co-chair, City Councilman Mark Clayton, Regina collaborated and convened a host of individuals and groups, including Dallas residents, government representatives, civic leaders, business owners, members of the nonprofit community, and many others to tackle one of the most important and pressing issues facing Dallas -- poverty. Under her leadership, the task force identified key drivers of poverty in Dallas and presented several recommendations to reduce poverty and close the opportunity gap. One of the many successes of the Task Force under Regina’s leadership was the formation of the Children’s Poverty Action Lab (CPAL), whose mission is to reduce childhood poverty by half within a single generation.
Regina has a wealth of legal, governmental, educational, and business experience. She was the Senior Vice President, External Relations and General Counsel at Children’s Medical Center of Dallas, the seventh-largest pediatric health care provider in the nation. Previously, she was the CEO of the New America Alliance, a national nonprofit organization that promotes economic advancement, particularly for underserved communities. In addition, Regina was a Visiting Professor at the University of Texas at Dallas. Regina had an office in the West Wing of the White House, where she served as an Assistant to President Bill Clinton, and she was nominated by the President to serve as a U.S. Representative to the 53rd Session of the General Assembly of the United Nations. She was a partner at the law firm Akin Gump, and the law clerk for one of the most important mentors in her life, Dallas icon Judge Sarah T. Hughes.
Regina has been highly active in the Dallas civic and nonprofit community. For almost six years, she served as a member of the Board of Directors of the DFW International Airport, and she was most recently the Vice Chair of the Board. She is a board member of the following: ChildCareGroup (and a former Chair of the Board), the Mexican American Legal Defense and Educational Fund (where she was a former Chair of the Board), Girls Inc., Texas Book Festival, Center for Public Policy Priorities (CPPP), the Willis M. Tate Distinguished Lecture Series at SMU, and the University of North Texas at Dallas Foundation Board of Directors. Also, Regina is a Hunt Distinguished Fellow at SMU. Regina has been honored by the Dallas Can Academy, the Dallas League of Women Voters, Legal Aid of NorthWest Texas, and the Girl Scouts of Northeast Texas. Longtime residents of Dallas will also remember her as a panelist on Between the Lines on KERA (PBS TV) and from her hosting role with Nuestro Día on WFAA-TV.
Regina graduated from Wellesley College and Harvard Law School. Her husband Paul is a partner with the law firm, Locke Lord, LLP, and he was previously the United States Attorney for the Northern District of Texas. Their daughter, Jessica Montoya Coggins, owns a communications firm.
