Info | United States Representative John J. Duncan, Jr. was born on July 21, 1947 in Lebanon, Tennessee. He grew up in and attended public schools in Knoxville. In 1965, he entered the University of Tennessee at Knoxville and earned his bachelor's degree in Journalism in 1969. He then received his law degree in 1973 from the George Washington University National Law Center in Washington, D.C.
Representative Duncan served in the Tennessee Army National Guard and the U.S. Army Reserves, starting as an enlisted man and rising to the rank of Captain.
He is married to the former Lynn Hawkins of Sewanee, Tennessee. They have four children: Tara, Whitney, John, and Zane.
In 1973, Congressman Duncan established a private law practice in Knoxville with Zane Daniel. He was appointed as a State Trial Judge by Governor Lamar Alexander in 1981 and served in that capacity until 1988, when he was elected to Congress.
In the U.S. House of Representatives, he serves as the Chairman of the Water Resources Subcommittee of the House Transportation and Infrastructure Committee. He also serves on the Resources Committee, which has jurisdiction over our national parks and natural resources. In 2001, Congressman Duncan was appointed to the House Committee on Government Reform.
Representative Duncan's efforts in Congress to cut government waste, reduce taxes, and limit federal red tape have been recognized by various organizations and national news media such as ABC News, CBS News, The Wall Street Journal, CNN, and U.S. News and World Report.
He has been named among the top five most fiscally conservative Members of both the House and the Senate by the National Taxpayers Union. Representative Duncan has also been recognized as one of only six members of Congress, tied for second, to receive the "Super Hero" award from the 500,000 member Citizens Against Government Waste. Moreover, Congressman Duncan has one of the best attendance records in the entire Congress.
In addition to his Washington office, located at 2267 Rayburn House Office Building, Congressman Duncan maintains three district offices in Knoxville, Maryville, and Athens. Congressman Duncan has established a reputation of staying in touch with his constituents and has held hundreds of constituent day meetings since 1988.
