InfoU.S. Rep. Phil English was elected in 1994 to serve northwestern Pennsylvania's 21st District, which includes Erie and Mercer counties as well as parts of Butler and Crawford counties. In his first term, English was appointed to the Ways and Means Committee, which handles legislation affecting taxes, trade, health, Medicare, Social Security and welfare. He is a member of the committee's Health, Trade and Human Resources subcommittees. He was the first freshman Republican in 30 years to be named to the committee. In 2001, English was appointed to the Joint Economic Committee, which is a combined House and Senate committee that serves as the economic policy arm of Congress and was named the chairman of the Congressional Steel Caucus, which is a bipartisan group of House members who represent districts with steel manufacturers.

Job growth is one of English's top priorities. He strives for fair trade and is working to update American trade laws to prevent unfair dumping by foreign countries. English also supports fundamental tax reform and has authored a bill to replace the tax code with one that promotes savings, stimulates the economy and levels the playing field for American companies and their workers.

English advocates fiscal responsibility including eliminating the automatic pay raises for members of Congress. He has introduced a bill to stop the automatic pay increases and has never accepted a congressional pay raise B donating all of the money to local charities instead. He also has introduced a constitutional amendment for a line item veto that would allow the President to surgically remove unnecessary spending from spending bills.

English is also striving to protect seniors by championing reforms to strengthen Medicare and save Social Security. He is crafting legislation to fix the Medicare reimbursement system, which is driving up the out-of-pocket costs for seniors as well as examining the many Social Security proposals to find the one that best fits the needs of northwestern Pennsylvania. He pushed legislation such as the minimum wage increase and authored the 1995 Lockbox amendment to prevent Medicare savings from being spent on tax cuts or other programs.

The congressman also wants to help families struggling to meet the high cost of college tuition through his Education for Life plan. The proposal includes incentives for people to save for education throughout their lives.

Prior to his election to the U.S. House of Representatives in 1994, English served as chief of staff for Pennsylvania Senator Melissa Hart. He also worked as the Minority Executive Director of the state Senate Finance Committee. English served as Executive Director of the state Senate Transportation Committee and Research Director of the state Senate Labor and Industry Committee.

In 1985, English was elected Erie City Controller, making him the first Republican elected to the city office in 20 years. He played a key role in developing new investment fund policies for the city's pension funds as well as served as vice chairman of the Pennsylvania City Controllers Association.

The 45-year-old English was born and raised in Erie. He received a bachelor of arts degree in political science from the University of Pennsylvania in 1979. He lives in Erie with his wife, Chris, who is a teacher in the Erie public school system.
