Info | Mr. Stratton's practice focuses on federal and state regulatory and litigation matters, with an emphasis on consumer product safety issues and other federal regulatory matters. He is also a member of the firm's International Law practice, drawing on his extensive international experience as Chairman of the U.S. Consumer Product Safety Commission (CPSC) where he created the Office of International Programs and established formal relationships with his counterparts in other countries, including China, India, Mexico, Canada, the European Union and select countries in Latin America, among others.
A former Attorney General of New Mexico, Mr. Stratton also focuses on state regulatory and enforcement matters, including multi-state regulatory issues. Mr. Stratton has been and continues to be a member of the former state attorneys general group, SAGE.
Mr. Stratton is a member of the Cherokee Nation. He has represented American Indian tribes in a number of matters including recognition and Indian gaming issues and was a member of the American Indian Law Review at the University of Oklahoma.
Prior to joining Dykema, Mr. Stratton served for four years as Chairman of the CPSC, having been nominated by President George W. Bush, and confirmed by the U.S. Senate in July 2002. As head of the federal agency responsible for protecting the public against unreasonable risks of injuries and deaths associated with consumer products, he worked with numerous domestic and foreign entities, including foreign governments, to develop and implement global safety standards and policies. During Mr. Stratton's tenure as Chairman, the CPSC promulgated its first major regulation, implemented the largest consumer recall in U.S. history, undertook significant agency reorganization and increased many safety parameters by which the CPSC measures its effectiveness, all while operating on a continually reduced budget.
From 1987 through 1990, Mr. Stratton was Attorney General of the State of New Mexico, where he prosecuted the then largest consumer action in the history of the office. Prior to his term as Attorney General, he served four terms in the New Mexico House of Representatives and served as Chairman of the Judiciary Committee and Vice Chairman of the Energy and Natural Resources Committee. He has also been engaged in the private practice of law in New Mexico, concentrating on complex commercial litigation, government and administrative law, consumer finance law and oil, gas and natural resources law. Mr. Stratton has argued appellate cases before the U.S. Supreme Court and numerous other federal and state appellate courts. In addition, he has tried many cases in federal and state trial courts, including numerous jury trials.
Mr. Stratton has served on the Western Conference of the Council of State Governments, the National Conference of State Legislators, the National Conference of Commissioners on Uniform State Laws, the New Mexico Judicial Council, the BLM Citizens Advisory Committee, Albuquerque District and as state chairman and national board member for the American Legislative Exchange Council which named him national legislator of the year in 1981. He served as a First Lieutenant in the U.S. Army in 1976, and in the U.S. Army Reserve from 1973-1981.
