InfoMr. Smallwood was born in York, Pa., attended the York City Schools and graduated from William Penn Senior High in June, 1963.

Mr. Smallwood enlisted in the United States Air Force on July 12, 1963, did his Basic Training at Lackland Air Force Base in Texas and graduated No. 1 in his class at the U.S. Air Force Personnel Technical School at Greenville A.F.B. Mississippi. He subsequently was transferred to McGuire A.F.B. in New Jersey where he served as a Personnel Specialist. During this time of the Viet Nam conflict he also completed training in Army and Air Force Finance and Accounting and studied at Trenton State College in New Jersey. Upon his separation from the Air Force on July 11, 1967, he immediately went to work for the U.S. Army as a Federal Civil Servant in Finance and Accounting at Ft. Dix, N.J. During this time he also completed the requirements of an Accounting program with LaSalle Extension University, Chicago Ill.

Mr. Smallwood has been employed as an administrator of a minority business in Philadelphia, Pa., and a Credit Manager in the South Central N.J. area before returning to York in 1970. Since returning to his hometown, he has worked at the Caterpillar Inc., served as Business Manager for the Community Progress Council, an Administrative Officer for the Pennsylvania Department of Community Affairs, Executive Director of the York County Office of Employment and Training, and Administrator of Community Development, Employment, and Housing Programs at the Crispus Attucks Association. He is retired from the Pennsylvania State University as an Area Representative for Continuing Education at the York Campus, where he developed the Mathematics: Opportunities in Engineering, Science and Technology (M.O.E.S.T) Program. He also administers Professional Development Programs, Management Development Services, Seminars, and Workshops; and Programs and Services for the African-American and Hispanic communities. He has done continuing education studies with the State University of New York, Penn State University, Harrisburg Area Community College and numerous state and federal civil service training courses and other work related training.

Mr. Smallwood's community service and involvement began during the "Charette" town meeting of 1970. He has since served on the Boards of the York Area Development Corporation and its subsidiaries, York OIC, Central Pa. Health Resources and Planning Inc., Crispus Attucks Association, Inc., York City Citizens Advisory Committee, Minority Police Recruitment Steering Committee, Community Caucus of York, York Area Chamber of Commerce's Employment and Training and Employment and Development Committees, Strand-Capitol Performing Arts Center Inc. Board of Directors and Leadership York Board of Directors. He is the founder and past president of the Minority Business Association, Inc. and a Charter Member of the South York Lions Club. He has also served on the Professional Development Committee for the National Universities Continuing Education Association, the Pennsylvania Association for Continuing Education, the Education Committee for York 2000, and the York Agricultural and Industrial Museum Education and Exhibit Committees.

Mr. Smallwood filled a vacancy on the York City Council from 1977 until 1980, was elected in 1983 and re-elected in 1987, 1991, 1995, 1999 and 2003. He is the senior member and former President of council with twenty six years service. As a member of council he introduced a City Jobs Bill that became the catalyst for the Crispus Attucks Employment and Housing initiative and partnership with the James Rouse Enterprise Foundation; authored legislation that made Martin Luther King Jr.'s birthday a legal holiday and authored the Speakeasy Bill, the Landlord Drug Bill, and the Small and Disadvantaged Business Enterprise Program Bill that became law in York City. Mr. Smallwood chaired the task force on government reorganization for Mayor Elect Charlie Robertson's "94" Transition, and authored the task force report. Ensuing, he drafted and ushered through, the bill creating the Office of Economic Development for the City of York. His term on Council expires the first Monday of January 2008. He acquired a PA Historic Plaque in honor of William C. Goodridge, a prominent 19th Century African American Entrepreneur in York, PA; initiated and co-chaired the 1990 Task Force on Minority Business Development which led to the development of the York County Chamber of Commerce Office of Minority Business Development and the Minority Business Finance Corporation. Smallwood is also past president and member of the Board of Directors of the William C. Goodridge Business Resource Center, a minority business incubator, serves on the Board of the York County Industrial Development Corporation, and the South Pershing Community Development Corporation.

He is a member of the Shiloh Missionary Baptist Church in York where he served in the capacity of Budget and Finance Chairman and a member of the Board of Trustees. He negotiated the purchase and arranged the financing for the purchasing and refurbishing of the church property. In 1994 he wrote the Strategic Plan to establish The Shiloh Community Development Corporation (South Pershing Community Development Corporation).
