Info | attended the public schools and the local academy at Greensboro; was graduated from Washington College, Chestertown, Md., in 1899 and from the law department of the University of Maryland at Baltimore in 1901; was admitted to the bar in 1901 and commenced practice in Denton, Md.; prosecuting attorney for Caroline County 1904-1908; elected as a Democrat to the Sixty-seventh and to the nine succeeding Congresses and served from March 4, 1921, to April 5, 1939, when he resigned, having been appointed an associate justice of the District Court of the United States for the District of Columbia and served until his death; Regent of the Smithsonian Institution 1932-1939; died in Washington, D.C., June 16, 1951; interment in Denton Cemetery, Denton, Md.
