Former Assemblyman and State Senator from Monmouth County. Noted conservative. Kennedy has gone from legitimate office holder in the 1970s to the status of perennial candidate, mounting a strong bid for the House in 1984 and several weaker bids since.

Kennedy has also sought the GOP nomination for US Senate in 1994 and 2000, but dropped out of the latter race to run for Pallone's House seat.
