Bill is the Director of Commercial Development for the Patterson Park Community Development Corporation, one of the city’s most successful non-profit community developers. He is responsible for most of the CDC’s mixed-use development projects, including the revitalization of Library Square, a small commercial district just north of Patterson Park. A licensed realtor, Bill has also been responsible for government and community relations, organizational development, and the scattered-site residential sales development during his seven years at the CDC.
Before coming to work at the CDC, Bill was president of The Bailey Group, Ltd., an external relations consulting firm. Prior to starting his own small business, he spent several years at City Hall, first as legislative aide to City Council President Mary Pat Clarke, then as special assistant to President Clarke’s chief of staff, before becoming chief of staff and press secretary to Council President Lawrence Bell. Bill also worked previously as a staff assistant to Ben Cardin in the then-congressman's district office in Belvedere Square.
