InfoJames W. Treffinger took the oath of office as the fourth Essex County Executive on January 1, 1995. A Republican, his election victory was considered a major upset in a county where registered Democrats outnumber Republicans by a 4-to-1 majority. His election on a reform platform followed a year of crisis in Essex County government brought on by the indictment and conviction of the former County Executive on federal charges of bribery and extortion. Mr. Treffinger began his political career in his hometown of Verona where he was first elected to the township council in 1980. His municipal government service included terms as Councilman from 1980 - 1983 and 1987 - 1989; Deputy Mayor from 1991 - 1993 and Mayor of Verona from 1983 - 1987 and again from 1993 - 1995.

James Treffinger moved into Essex County government in 1992 when he was elected to complete an unexpired term on the county's Board of Chosen Freeholders. In November of 1993, he was elected to a full three year term on the Board of Freeholders, representing Freeholder District 4. Mr. Treffinger served as the sole Republican member of the 9-member Freeholder Board.

An attorney by profession, James Treffinger received his J.D. from Rutgers University Law School in 1976. He earned his undergraduate degree, magna cum laude, from Seton Hall University in 1972 where he was selected as the first Fulbright Scholar in the university's history.

As a Fulbriglit Scholar, James Treffinger studied history, jurisprudence and economics at the Universities of Bonn and Marburg in Germany in 1973.

Admitted to the state bar in New York and New Jersey and for the U.S. District Courts in both those states, Mr. Treffinger concentrated on the areas of corporate and insurance law throughout his professional career.

He was associated with the Flome Insurance Company in New York City from 1982 to 1987, serving as Senior Vice-President and Chief Legal Counsel. From 1987 to 1989 he was Special Insurance Counsel with the firm of Willkie Farr & Gallagher. In 1990 he joined the New York City firm of Hughes Hubbard & Reed where he was a partner until his election to the office of Essex County Executive.

Born James Padalino in the city of Newark in 1950, he was adopted at age 4. He was raised in the township of Maplewood and graduated from St. Benedict's Preparatory School. He is married to Janet Fitzpatrick Treffinger, a registered nurse, and is the father of two daughters, Sarah and Kate.

Actively involved in the community, Mr. Treffinger is a member of the National Conference of Christians and Jews and has taken a lead role in local charity drives for cancer research, housing for the homeless and senior citizen programs. A member of Our Lady of the Lake parish in Verona, he has volunteered his time since 1982, serving as an instructor in the parish C.C.D. program.
