InfoJo Ann Emerson is the first woman to be elected to the US House of Representatives by Missouri's Eighth Congressional District and the first Republican woman ever elected to Congress from Missouri. On November 5, 1996, voters elected Jo Ann to serve both the remainder of her late husband Bill Emerson's term in the 104th Congress, and to serve her first full-term in the 105th Congress. She has served the District continuously since that time.

Jo Ann represents 27 2/3 counties of southern Missouri. The District stretches from the Mississippi River to the east, through the flatlands of the Bootheel to the south, and to the timberlands and clear running Ozark streams to the west. This agriculturally diverse district grows everything from cotton to corn and from rice to grapes. The District also is responsible for 90% of America's lead production.

Current Service
As a Member of Congress, Jo Ann has proven to be a consensus builder. She believes that common sense thinking, hard work, and "putting people before politics" are the best ways to serve the people of southern Missouri. Her focus is on preserving and promoting the rural way of life. For Jo Ann, that means fighting for America's farmers and ranchers during tough times, securing the reauthorization of the Economic Development Administration (EDA), serving as an active Outreach Coordinator of the Rural Health Care Coalition (RHCC) for three years, and taking the lead as co-chairman and co-founder of a new Congressional Rural Caucus.

Jo Ann serves on the House Appropriations Committee, where she currently sits on three subcommittees: Agriculture; Homeland Security; and Energy and Water Development.

She has been a tireless advocate for improving access to rural health care and has championed prescription drug and health care legislation that is focused on leveling the inequalities that currently exist in rural America. Her work has been recognized by a wide range of health care advocates including the St. Louis Children's Hospital and the National Community Pharmacists Association.

Background
After earning a B.A. in Political Science from Ohio Wesleyan University in 1972, Jo Ann pursued an active career in public affairs and grassroots communications. Prior to her service in Congress, Jo Ann was the Senior Vice President of Public Affairs for the American Insurance Association. She also served as Director of State Relations and Grassroots Programs for the small-business oriented National Restaurant Association, and Deputy Communications Director for the National Republican Congressional Committee. Jo Ann serves on the Board of Trustees for the Harry S Truman Scholarship Foundation and is an Honorary and Life Trustee of Westminster College in Fulton, Missouri. She is the chairman of the Board of Directors for the Congressional Hunger Center and a founding member of the Bipartisan Congressional Retreat, whose mission is to foster better relations in Congress with Members from each party.

Jo Ann is married to Ron Gladney, a lawyer in St. Louis, and is the proud mother of two daughters, Victoria and Katharine, five stepdaughters, Elizabeth Emerson Leger and Abigail Emerson Gilhooley, and Alison, Jessica and Stephanie Gladney, one stepson Sam Gladney, and is the proud grandmother of Margaret Browning Gilhooley and Curt William Leger.
