InfoAndrew Toy is a Program Officer for the Local Initiatives Support Corporation (LISC) in Philadelphia, where he is responsible for developing and managing the Philadelphia Commercial Corridor Redevelopment Initiative. Andrew is working with a variety of Community Development Corporations to identify, fund and implement strategies that will create more vibrant commercial areas within their communities.

Andrew joined LISC in 2001 bringing with him extensive experience working in the economic development and real estate development fields. Andrew served in the Philadelphia Department of Commerce for 15 years specializing in business real estate transactions ranging from Condemnations and Zoning issues to Sheriff Sales. He was known as the troubleshooter for the Department and helped to resolve many complex issues for small and large businesses in the City. Andrew was also the City of Philadelphia’s first Brownfield Coordinator and helped to create a very successful Brownfields program, which is now recognized as a model in the State and the country. More recently, Andrew worked at Amtrak managing Business Development projects, including the creation of a series of new retail videos promoting the Acela high-speed train.

Andrew is an active community member. He currently co-chairs the Board of a multicultural youth development non-profit organization, Woodrock. He also serves on the Boards of the Philadelphia Chinatown Development Corporation, the Community Design Collaborative and the Logan Square Neighbors Association in addition to serving on the Philadelphia Bar Association’s Judicial Selection and Retention Commission. Andrew is also active at his children’s school and has overseen painting projects for a number of Martin Luther King Days and Philadelphia Cares Days.

Andrew holds a B.A. in Economics and a Master’s Degree in Public and Urban Policy, both from the University of Pennsylvania.
