InfoJay Lucas said he looks north, west and south, and sees everything he doesn't want New Hampshire to become.

"The New Hampshire way is all about limited spending, individual freedom and local control," he said. "The entrenched politicians in Concord want more government, more bureaucracy and higher taxes. That is not the New Hampshire way."

Surrounded by his three well-dressed children and his wife, Sherry, the New London business consultant announced his gubernatorial aspirations yesterday outside Town Hall, claiming his opponents, Gov. Jeanne Shaheen and state Sen. Jim Rubens, "are going to make us just like our neighboring states."

Lucas, who has worked as a consultant for companies as large as United Airlines, told about 30 listeners he's got the experience to cut $100 million from the state budget by making state services more competitive _ a move that would open the door for tax cuts _ and a simple solution to the state's education funding dilemma.

"We can do it," Lucas said about his plan, which equals about 10 percent of the state's budget. "I know we can do it."

Lucas, currently Rubens' only Republican rival, said he will double dividend-tax exemptions and cut business-profits taxes by 20 percent, if the budget cuts are successful.

The former state representative _ he served a term when he was 19 _ also said he has the know-how to direct state business agencies to pull high-tech firms to the state, to give local college graduates places to work, and to help struggling communities with their tax bases.

Lucas also urged local control of education funding and called for teacher tenure reform and a return to basics in the classrooms.

To fulfill the state Supreme Court's demand for New Hampshire to "adequately" fund its schools, Lucas said the state should provide some funding while encouraging business growth in poor communities.

The New Hampshire native decried Shaheen's much-debated Advancing Better Classrooms plan, calling it a recipe for more government intrusion on the billfolds and lives of taxpayers.

"Let's give communities a hand up, not a handout," he said.

Using his tidy family as a backdrop for his campaign at each of his six stops yesterday, Lucas noted that some of his consulting jobs have taken place at companies with budgets the size of New Hampshire's.

A traditional Republican, Lucas said he would veto any broad-based tax and that he supports pro-life sentiments.

Onlooker Tim Bailey, a Republican, called Lucas "refreshing."

"He seems to have good energy going," Bailey said. "It'd be nice to get that energy in the governor's office."

State Senate hopeful John Dowd said Lucas will face tough races in both the primary and the general election.

"It's tough to come into politics without a lot of experience as a politician," Dowd said. "But I think he'll do well."

Summing up his strategy, Lucas stated: "I'm going to lead a vigorous, passionate campaign aimed at preserving New Hampshire's traditional values. We've never been closer to losing what's special about New Hampshire."
