EIGHT QUESTIONS

The CAWCD board toils in virtual anonymity. The subject is complex. There is no pay. Why are you running for a seat on the board?
Why I am runnng for a seat on the CAWCD board: I have experience that will be helpful in operating the CAWCD's two major components; the Central Arizona Project and Central Arizona Groundwater Replenishment District. As chairman of the Mesa City Council's Utility Committee for four years, I was involved in planning and management of six municipal utilities. I have been an advocate for increasing the ability of our utilities to provide for Arizona's growing population by appearing before the Arizona Corporation Commission and its Line Siting Committee in support of electric power generation and transmission. I have testified before the Arizona House of Representatives and Senate regarding municipal issues.
List your top two priorities. Please explain each.
My two top priorities are providing affordable, dependable water and power to Central and Southern Arizona. I support greater water storage capability. Our growing population in a desert environment demands these needed services.
How would you rate the existing management and staff of the Central Arizona Project? Are they doing a good job or poor job? Please explain.
How I would rate the existing management and staff of the Central Arizona Project: I am not personally acquainted with all of the staff and management. My perspective is that they are well-intentioned. Many of them are outstanding individuals. The organization may benefit from a private management review. I am concerned about the recent property tax increase.
Do you support Arizona's water bank and its agreement with Nevada? Why or why not?
Regarding Arizona's water bank and its agreement with Nevada: I am not familiar with all aspects of the agreement. However, I do not fully agree with selling Arizona's water credits because I believe we may need them in the future for our own growth. Arizona's population growth is larger than southern Nevada's at this time.
The Imperial Irrigation District of California is in a legal dispute with Mexico over the lining of the All American canal. A stay on the construction has been granted by the 9th Circuit Court. Should the canal be lined or not?
Regarding the Imperial Irrigation District's legal dispute with Mexico over lining of the All American Canal: It has been demonstrated that canal lining saves water. I believe the canal probably should be lined, although I am not sure the current proposal is the best.
Do you favor restarting the Yuma Desalting Plant? Why or why not?
Do I favor restarting the Yuma Desalting Plant? I am in favor of operating this plant because it is a waste of resources to allow this plant to sit idle. The entire world would benefit from economically feasible desalinization.
Do you support ongoing Colorado River augmentation efforts such as cloud seeding and the removal or tamarisk trees. What other ideas do you have?
Do I support Colorado River augmentation efforts such as cloud seeding and removal of tamarisk trees? I would not support cloud seeding at this time. Removing water-thirsty trees may be beneficial if erosion would not result. I am in favor of finding a way to store some of the water lost from rainy-weather runoff, such as new or larger lakes.
Was the Gila River Indian Community settlement good for Arizona? Why or why not?
Was the Gila River Indian Community settlement good for Arizona? It might have been better, but it is good to have the long-standing issue settled so that all parties concerned know where they stand and can proceed from there. Some municipalities will benefit from their exchange agreements with the Community. It is my understanding the Community looks forward to implementation as well.
