Bill has strong community ties to the City of Waukesha. He was born at Waukesha Memorial Hospital. His parents, William and Pat Kramer, raised Bill, his brother Bob, and three sisters, Andrea, Jeanette and Patty, in Waukesha. Bill's mother was a homemaker. His dad worked as an accountant for Wisconsin Energy Corporation where he later retired with over 30 years of service.

Bill attended St. Mary's Grade School and Waukesha South High School. While in high school Bill was a member of the National Honor Society, played football, ran track and was on the debate team.

Bill received his accounting degree from the University of Wisconsin – Whitewater, where he was an active member of Beta Alpha Psi, the honorary accounting fraternity, and graduated magna cum laude with BBA in accounting in 1987. After passing the CPA exam, he worked as an accountant for four years. Bill expanded his knowledge by attending Duke University School of Law. He graduated with his law degree and passed the North Carolina Bar exam in 1994. Bill practiced law for several years in the areas of tax and complex civil litigation.

Bill is the founder and owner of Kramer Financial Management. As a Certified Financial Planner™, Bill enjoys using his knowledge of tax law and accounting to assist clients in planning for retirement and their children's college educations.

Bill currently is serving his third term as a Waukesha County Supervisor representing the south side of Waukesha. While on the county board Bill has fought for the citizens of Waukesha against burdensome taxes. Bill looks forward to serving the people of Waukesha in the State Assembly.
