Working in government, Lucy has always been fiercely apolitical. She has had to work effectively with whoever is elected, ensuring freedom from special interests. Early on, Lucy was a police leader while still a civilian, very rare in the world of law enforcement. She developed and created community policing without a road map, making it up as she went along, breaking long held traditions. She is a woman in a male dominated field; and, she hiked the Grand Canyon solo, not afraid to "go the road less traveled."

Focus on Results

Lucy has always been focused on change. In the 1990s, she was a leader in reducing crime in Minneapolis. She is experienced at training and developing cops around the country to effectively implement community policing. She was a key leader on the collective bargaining team that hammered out a new three-year labor contract. That negotiation resolved more than 50 issues, virtually rewriting the contract using the ground breaking interest-based bargaining process. Lucy is effective at moving people forward to something better, achieving more effective results.

Fiscal Discipline

As Deputy Chief, Lucy has led each of the department's major functions, Patrol, Investigations, Community Services and Internal Services (budget) with responsibility for the Minneapolis Police Department's almost $100,000,000 budget. As Director of another city department she created, Community Crime Prevention/SAFE, Lucy developed and managed a budget of $1,600,000 that delivered service and came in at or under budget. She has been an active board member on several community boards ensuring fiscal integrity.

Practical Innovation

Lucy believes innovation must be coupled with accountability.

She has lead the two most culture-changing innovations in the Minneapolis Police Department in the last 2 decades - community policing and CODEFOR. She accomplished the latter while a civilian in a culture that valued police experience over all others.

Lucy created training and coaching programs for unique police/civilian employee teams; and, she developed highly effective partnerships that delivered positive outcomes for residents while bringing residents and police together to address crime and disorder. Leading CODEFOR, the adapted Minneapolis model of New York's COMPSTAT, Lucy required unheard-of accountability from managers and focused resources where they could deliver the greatest crime reduction results.

Teamwork

While leading several successful ventures, Lucy's most significant accomplishments have come through teamwork. In the mid-1970s, early in her career, Lucy was part of a team that created the change and turn-around of Minneapolis' most troubled public housing community. The team reduced crime through environmental design; created a radio station in partnership with residents and a church; developed and trained residents as managers; and, opened a recreational center to engage young people.

Lucy's successes in the police department have come through teamwork. She also has worked in partnership and collaborated with federal agencies, including the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco and Firearms, and Secret Service. Lucy has served on the Joint Terrorism Task Force and taskforces of several State of Minnesota departments, the Office of Justice Programs, and the Bureau of Criminal Apprehension. She has been a member of the State of Minnesota Gang and Drug Oversight Council.

Lucy has developed successful teams with city and county departments and community groups to tackle the most entrenched problem properties.

Family

Lucy is married to Bill Svrluga, a consultant working with business, non-profits and government on strategy, planning and organization effectiveness. He is the current board chair of The Jeremiah Program and is one of the founders of Twin Cities RISE! Lucy and Bill are members of the Basilica of St. Mary. Bill has two sons, Barry and Bradley. Five of Lucy's six siblings and her mother live in Minnesota. Lucy's two nieces and two nephews, David 21, Madalynn 18, Eddie, 7 and Mia 5, are "her children." This close knit family gathers often to celebrate and support each other.

In addition to family and work, Lucy enjoys gardening, working out, yoga, reading, the outdoors, dining with friends and traveling. Clover, their Vizsla, would be disappointed not to get a mention.
