Mr. Miller's practice focuses on representing governmental entities, including school districts, cities, villages, counties, water and health districts and economic development districts. A former Superintendent of schools, Mr. Miller focuses on school law and serves as Vice-Chair of the Ohio State Bar Association School Law Committee. He represents public school districts in a broad spectrum of legal matters, including: health insurance contracts; school finance and SF-3 issues; tuition and residency; special education; student transportation and student discipline issues; administrative and employee contracts; litigation defense; negotiations and arbitrations; government relations; economic development; employee benefits; and risk management. Mr. Miller is particularly versed in the legal aspects of charter schools and charter school funding.

Mr. Miller's practice includes also Military and International law. He is presently in the Reserves as an Army JAG Officer, and has served on Active Duty as a Civil Affairs Battalion Commander in Afghanistan.
