Gina Papan, the Mayor of Millbrae, was raised in San Mateo County. She has a strong history of public service dedicated to protecting and enhancing the lives of Peninsula residents and their vibrant communities.

After graduating from Capuchino High School in San Bruno, Gina focused her studies on finance and economics at the University of California, Santa Barbara, where she earned a Bachelor of Arts degree in Business. She then obtained a law degree from the University of the Pacific’s McGeorge School of Law and passed the California Bar Exam. More recently, Gina completed the Senior Executives in State and Local Government program at Harvard University’s Kennedy School of Government, which further prepares public leaders for advanced roles in government service.

Gina worked in the area of corporate law for a short time, and then moved on to become a Deputy Attorney General for the State of California. She has served the public for almost 15 years in this capacity, protecting civil rights while also investigating and litigating the fraudulent use of taxpayer money.

Gina was called to serve as the Deputy Director of the Governor’s Office of Criminal Justice Planning, where she managed 150 employees and the Office’s $400 million budget. In addressing complex and sensitive criminal justice issues for the agency, Gina worked closely with state legislators, local governments, law enforcement, federal agencies, constituent groups and others. In addition, she also served on the School Violence Prevention and Response Task Force, the Child Abduction Task Force, and also as a Legislative Advisor to the High Technology Crime Advisory Committee.

After more than a decade of working in public service, Gina was encouraged by citizens and community leaders to run for local office. She was elected to the Millbrae City Council and now serves as its Mayor. Gina leads the city by working to protect its citizens and tax dollars, while also encouraging growth and holding a strong commitment toward Millbrae’s innovative and inspiring environmental standards. She runs the Mayor’s Civic Coordinating Council, serves on the San Mateo County Council of Cities, as well as the City and County Association of Governments Board of Directors and Legislative Committee. Gina was also elected and serves as a board member on the county’s Housing Endowment and Regional Trust. She has previously served on the San Mateo County Emergency Services Council and the Airport Land Use Committee. As a city representative, Gina was the liaison to the Chamber of Commerce, Downtown Process Committee, and Millbrae Community Television.

Gina continues a family tradition of community service established by her parents. Her father, Lou Papan, served in the Legislature for 20 years, and her mother, Irene, established John’s Closet, a local volunteer organization that provides clothing for children from low-income families. Gina serves as a director of John’s Closet, which has helped more than 11,000 kids, and remains dedicated to a vision of giving youth the confidence to achieve and families the help they need. As a Board member of the San Francisco Women Lawyer’s Alliance, she successfully pushed for a law that mandated the creation of children’s waiting rooms at courthouses throughout the state. Gina is a member of Planned Parenthood, the Peninsula Women’s Health Council, the Sierra Club, and co-directs the John Papan Memorial Scholarship Fund.
