InfoElmer MacFadyen was first elected to the Prince Edward Island Legislature in November 1996, as the Member for District 10, Sherwood-Hillsborough. Mr. MacFadyen at that time served as Caucus Chairman, Government Party Whip, and the Member responsible for the operation of the Government Members' Office and its staff. The Premier also asked Mr. MacFadyen to foster discussions on ways of improving the delivery of social services programs. Mr. MacFadyen also sat on several standing committees of the Legislative Assembly, namely: Public Accounts, Community Affairs and Economic Development, and Social Development. He was a member of the Legislative Management Committee representing Government.

In December 1997, the Premier appointed Mr. MacFadyen as the Government House Leader, the first non-ministerial member to hold such a position. He also assumed the role of Chairman of the Legislative Review Committee, a Committee of Executive Council which reviews Legislation for the Legislative Assembly and Regulations for Executive Council.

Mr. MacFadyen was re-elected as the member representing the District of Sherwood- Hillsborough in the last election, held in April 2000. He was then re-appointed Government House Leader and continued to serve as Caucus Chairperson,. He also assumed the role of Chair of the Legislative Review Committee, member on the Legislative Management Committee, as well as Chair of the Standing Committee on Privileges, Rules and Private Bills. On August 9, 2000, Premier Binns appointed Mr. MacFadyen member of the Agenda and Priorities Committee. He served on the Strategic Planning Committee on Economic Policy. On August 22, 2002, Mr. MacFadyen was appointed Minister of Community and Cultural Affairs.

In September 2003, Mr. MacFadyen was re-elected as a member of the Legislative Assembly and was appointed Minister of Community and Cultural Affairs and Minister Responsible for Acadian and Francophone Affairs and a member of Treasury Board. Mr. MacFadyen was also appointed a member of the Social Development Committee and member on the Rules, Privileges and Private Bills Committee.

Prior to becoming a Member of the Legislative Assembly, Mr. MacFadyen worked for Health and Community Services, Queens Region, for 30 years; 25 years in a management role. Mr. MacFadyen has also been very active in his community over the years. He was involved in several community organizations and has served on various boards and committees within those organizations. He has been Chairman of the Hillsborough Park Community Improvement Committee, a member of the Hillsborough Community Centre Board of Directors, active in the Prince Street Home and School Association, Sherwood Minor Hockey Association, Hillsborough and Charlottetown Minor Ball Associations, and Director of the Five Pin Bowling Association.

Mr. MacFadyen was also Past President of the Board of Directors of Metro Credit Union, served on the Board of Directors of the Credit Union Central of Prince Edward Island for a three-year term, and was President of Consumers Direct Charge Co-op for 10 years. He has been an active supporter of the co-operative and credit union movements on the Island and has been recognized for his contributions in these areas. In 1993, Mr. MacFadyen was co-winner of the Credit Union Member of the Year Award and he has also been recognized by the members of the Direct Charge Co-op for his participation.

Mr. MacFadyen resides in the Community of Hillsborough Park within the city of Charlottetown with his wife, Judy. They have three children: Doug, Tara, and Stephen.
