We brought our family here in 1964. 1 graduated from New Mexico State with a degree in Physics, took courses in electronics and worked for many years as an electronic engineer. I managed a successful technical sales company for nine years. I have made a life-long study of government, economics, and especially our Constitution. 1. GOALS: As a member of Congress, what two major goals do you believe you can achieve on behalf of the people of Utah?

a.) Introduce legislation requiring that the federal government return the land to the State of Utah that it holds contrary to the U.S. Constitution and the Northwest Ordinance of 1787.b.) Stand fast by our Constitution, voting only for good laws that are within the constitutional authority of Congress, and fight for repeal of the income tax and abolition of the IRS.

2. GLOBAL WARMING AND FOSSIL FUELS: What do you think should be done at the federal level to stop global warming and to reduce our use of and dependence on fossil fuels?

Nothing. The federal government does not have the constitutional authority to do so, and there is no long-term global warming. Claims to the contrary are based on junk science for political purposes. If you control fuel, you control people. Eliminating dependence upon foreign oil can be accomplished by removing restrictions on the development of our own abundant resources. Electricity from clean, safe, cheap nuclear power can substitute for electricity generated from fossil fuels.

3. ACCESS TO AFFORDABLE HEALTH CARE: What should the federal government do to ensure that every American has access to affordable health care?

Nothing. Ensuring access to affordable health care is not a constitutional function of the federal government. The federal government can, however, make it much more affordable by getting out of the way of our over-burdened health care professionals by eliminating the many rules, regulations, restrictions, and paperwork that have increased the cost of health care so much.

4. NATIONAL SECURITY AND CIVIL LIBERTIES: How do you propose to balance the need to guard against terrorism and other threats to national security with the need to preserve our basic civil liberties? Do you recommend any changes in the USA PATRIOT Act?

Terrorism is a tactic used against us by hostile nations. The CIA should identify them and the FBI should stop their agents in our country. If these agencies' directors don't do it, fire them and hire someone who will. We fought both world wars without destroying our civil liberties. Why should the government destroy them now? The USA PATRIOT Act must be repealed; it violates our constitutional protection against unreasonable searches and seizures.

5. DIPLOMACY AND MILITARY POLICY: In Iraq and for future U.S. military and diplomatic actions, what should be the balance between working cooperatively with other nations and international organizations like the UN and NATO, versus acting alone?

We should let the Iraqis elect their own government and then bring our troops home. We should be friendly toward other nations, but determine our own foreign policy. Since the U.S. joined the UN, we have been involved constantly in foreign wars at the cost of thousands of American lives and many billions of dollars. As Senator Bob Taft said over forty years ago, "Let's go it alone."

6. NUCLEAR WEAPONS: Do you support taxpayer funding of research and development of new nuclear weapons such as "bunker busters" and "mini nukes," including upgrading and using the Nevada Test Site to test them? Why or why not?

I support research and development funding for new nuclear weapons. I favor upgrading and use of the Nevada Test Site, which must include improvements in safety. U.S. nuclear weapons research and development lags far behind that done in other nations, some of them hostile. Some of them view nuclear war as winnable. Our weakness invites attack.

7. CAMPAIGN FINANCE: Do you support public financing for all federal elections? Why or why not?

I do NOT support public (taxpayer) financing of any federal elections. There is NO constitutional authority for this. It just gives the incumbents a tighter hold on their elective offices. For instance, The McCain-Feingold Campaign Finance Reform Act should be called "The Incumbent Protection Act." Isn't it odd that obscenity and pornography are "protected" speech, but our right to speak out on the performance of our elected officials is restricted?
