| Info | John M. Shimkus (shim' cuss) was born February 21, 1958. John married Karen Muth in 1987. They have three children - David (ten years), Joshua (eight years), and Daniel (three years). The Shimkus family resides in Collinsville, Illinois. View a recent picture.
Karen is a classically trained musician who serves as the music director at their church, Holy Cross Lutheran Church in Collinsville. She also teaches music in the church's school.
EDUCATION
John received a bachelor of science degree in general engineering from the United States Military Academy in 1980. He received his teaching certificate from Christ College Irvine, California, in 1989. John is also a 1997 graduate of Southern Illinois University at Edwardsville with a master's degree in business administration (MBA).
MILITARY SERVICE
John was appointed to the United States Military Academy at West Point, New York, in 1976 by the late Congressman Mel Price (D). After graduation he trained as an Army Ranger and paratrooper. John served as an infantry officer in the former West Germany and in the United States. He is currently a lieutenant colonel in the United States Army Reserves, having been promoted by President Bush in an Oval Office ceremony on May 15, 2001.
COMMUNITY INVOLVEMENT
John continues to be active in community groups, including American Legion Post 365 in Collinsville and his church. John is a member of the Madison County Farm Bureau, several Chambers of Commerce, National Association of Retired Federal Employees, and ABATE of Illinois. He is an appointed member of the Illinois Lewis and Clark Bicentennial Commission.
PROFESSIONAL/GOVERNMENT SERVICE
After leaving the Army, John returned to Collinsville in 1986 and taught government and history at Metro-East Lutheran High School in Edwardsville.
In 1989 John was elected a Collinsville Township Trustee. The following year, he won an upset victory in his race for Madison County Treasurer defeating a 12 year incumbent to become the first Republican county officeholder elected in ten years. John was re-elected Madison County Treasurer in 1994, the first Republican re-elected in Madison County in over 50 years.
John was first elected to Congress from the 20th Congressional District of Illinois on November 5, 1996, defeating a member of the Illinois House of Representatives. He was re-elected to Congress in 1998 with 61 percent of the vote and again in 2000 with 63 percent of the vote. In 2002 John faced fellow incumbent David Phelps in the redrawn 19th Congressional District and won a 55 percent to 45 percent victory.
CONGRESSIONAL SERVICE
John serves on the House Energy and Commerce Committee and is vice chairman of its Subcommittee on Energy and Air Quality. He is a member of three additional Energy and Commerce Subcommittees: Telecommunications and the Internet; Environment and Hazardous Materials; and Commerce, Trade, and Consumer Protection.
John is honored to be a delegate from the United States to the NATO Parliamentary Assembly. He is chairman of the House Page Board and a member of the Congressional Youth Leadership Council's Honorary Congressional Board of Advisors. And among his colleagues John serves as co-chairman of the House Baltic Caucus. He also is a member of the Rural Health Care Caucus, Steel Caucus, Education Caucus, Rural Caucus, and the Missing and Exploited Children Caucus.
In his first year in office, John was featured in a PBS documentary, "Mr. Shimkus Goes to Washington." The program featured him traveling in the District, to and from Washington, and the affects of this hectic lifestyle on his family.
LEGISLATION
In 1998 John was proud to have passed legislation changing our nation's alternative fuel policy from one of vehicles purchased to one of actual fuel usage. His biodiesel provisions will aid farmers, protect our environment, and reduce our dependence on foreign oil. He has introduced a subsequent bipartisan biodiesel bill that would allow transportation grants to fund alternative fuel projects.
In 1999 President Clinton signed into law John's legislation designating 9-1-1 as the nation's universal emergency phone number. And in 2000 the President signed the TREAD Act into law that increased federal oversight of automobile tire problems and included John's language increasing testing of child car safety seats.
John assisted in getting legislation signed into law in 2002 that would bring fairness to the Superfund program by exempting innocent small businesses from being sued. And on December 4, 2002, John participated in two bill signings at the White House. President Bush signed into law John's legislation establishing a dot kids dot us Internet domain safe for young children and a law that will establish safety guidelines for booster seats for children in motor vehicles.
John has been instrumental in obtaining federal funding for the National Corn to Ethanol Pilot Plant, located on the campus of Southern Illinois University at Edwardsville; the Abraham Lincoln Presidential Library and Museum in Springfield; and many local projects throughout his district.

John has received, among many others, the 2002 Community Health Super Hero Award, Farm Bureau "Friend of Agriculture" award, The Seniors Coalition Legislative Achievement Award, Zeta Beta Tau Defender of Religious Freedom Award, Baltic Freedom Award, Justice for All Disability Rights Award, Champion of Private Property Rights Award, NORD National Health Leadership Award, National Council on Independent Living President's Award, and Chamber of Commerce Spirit of Enterprise Award
