InfoMichael D. (Mike) Dovilla is a native Ohioan with deep roots in Cleveland’s West Side. Three generations of his family have resided in various Tenth Congressional District communities, including the cities of Cleveland, Berea, Middleburg Heights, and Parma.

Most recently in his distinguished record of public service, Mr. Dovilla served as an appointee of President George W. Bush at the U.S. Office of Personnel Management, where he was Executive Director of the Chief Human Capital Officers Council, a government panel of human resources (HR) senior executives who advise and coordinate federal agencies’ HR management.

Prior to accepting his appointment in the Bush Administration, Mr. Dovilla served as a Professional Staff Member for U.S. Senator George V. Voinovich (R-Ohio), Chairman of the Subcommittee on Oversight of Government Management, the Federal Workforce and the District of Columbia, Committee on Governmental Affairs, where he was the Chairman’s principal advisor on federal management oversight issues, including strategic human capital management. During his time on Capitol Hill, Mr. Dovilla was responsible for drafting and successfully guiding to passage five major bills that reformed the federal civil service for the first time in 25 years. He also played a central role in negotiating and achieving consensus on key provisions of the Homeland Security Act of 2002.

Mr. Dovilla began his career with the federal government as a Presidential Management Intern, completing assignments at the U.S. Departments of State and Defense. For his service, he earned the State Department’s Meritorious Honor Award and a citation from the Chairman of the Joint Chiefs of Staff.

Mr. Dovilla serves the Nation as a U.S. Navy Reserve officer, having received his commission through the highly competitive Direct Commission Officer program. Carrying the rank of Lieutenant Junior Grade and slated for promotion to Lieutenant in May 2006, Mr. Dovilla has served at the Office of Naval Intelligence and Chief of Naval Operations’ intelligence unit at the Pentagon and Naval Air Facility Washington. His awards include a Meritorious Unit Commendation, National Defense Service Medal, and Global War on Terrorism Service Medal.

Educated in Berea’s public schools, Mr. Dovilla holds a Bachelor of Arts in Economics and Political Science from Baldwin-Wallace College and a Master of Public Administration in International Management from The American University in Washington, D.C.

Mr. Dovilla is an active member of the Phi Kappa Tau Fraternity, with nearly a decade of service as a volunteer alumnus, including several years as a national officer, committee chairman, and president of his chapter’s graduate council at Baldwin-Wallace. He has been recognized with the organization’s awards for outstanding chapter advisor and domain director. While in Washington, Mr. Dovilla also served as president of the Buckeye State Society, a nonprofit, social and service organization for Ohioans living in the Nation’s Capital.

Long devoted to his hometown and the broader community, Mr. Dovilla was the Republican nominee for Berea City Council, Ward 2, in 1995. He currently resides in Middleburg Heights with his yellow Labrador Retriever, Halsey, in his family home built in the early 1960s.
