Info | Kelly Downard graduated from St. Xavier (St. X) High School in 1964. He graduated from the University of Dayton School of Business Administration and earned a Master of Business Administration from Bellarmine University. Kelly served active duty as a First Lieutenant in the United States Army from 1969 to 1971 and subsequently served in the Army Reserves.
Kelly has long been a business leader in the community . He is a Certified Public Accountant, and prior to joining PNC Bank-Kentucky in 1975, he was a tax supervisor with the Louisville office of the accounting firm of Ernst & Ernst. He held various positions in PNC Bank, including President of the PNC Mortgage Company and Senior Vice President of PNC Private Banking. Additionally, he managed construction lending, strategic planning, and the corporate tax divisions.
Kelly has been a strong advocate for rebuilding our neighborhoods and communities. He has also served as President and CEO of Louisville Community Development Bank, which was founded to stimulate investment and grown in some of the most economically disadvantaged areas of the city. He also served as President and CEO of Louisville Real Estate Development Company.
Kelly retired from business and devotes his time and energy to community and civic interests. In 2003, he was appointed the U.S. Environmental Protection Agency's Financial Board. He was elected to the new Louisville Metro Council from District 16 in November 2002 and re-elected in 2004. He served as Chairman of the Republican Caucus until January 2006. In 2004, Kelly became the first Republican president of the Louisville Metro Council. He was elected by a bipartisan coalition of council members, even though Democrats held a majority on the council. He announced his candidacy for Louisville Metro Mayor in March 2005 and is unopposed for the Republican nomination.
Kelly resides in Louisville with his wife Denise. The couple has three children.
