The CAWCD board toils in virtual anonymity. The subject is complex. There is no pay. Why are you running for a seat on the board?
I want to make certain Arizona's water is protected now and in the future. The project is well managed and the taxpayers and water users don't bear any greater fiscal burden than is necessary for the operation of the CAWCD and the CAGRD.
List your top two priorities. Please explain each.
I want to make certain that as a government entity all monies are spent responsibliy. At the current time, the Board uses a facillitator to run their planning meetings. This is a waste of taxpayer dolloars.
There is a need for an outside audit on a regular basis. The staff seems to be reluctant to let the sun shine on their spending. There needs to be an efficiency review of the work practices. In many instances, employee time is not being used in the most efficient manner possible.
How would you rate the existing management and staff of the Central Arizona Project? Are they doing a good job or poor job? Please explain.
I think the staff is extremely knowledgeable in water management. I would rate them excellent in that catagory. I find some of their spending practices wasteful as in the purchase of CAP label bottled water. It is important to have a strong lobbying presence in D.C. and we don't have that anymore. That however, may be the fault of the Board.
Do you support Arizona's water bank and its agreement with Nevada? Why or why not?
Yes, waterbanking is important and there was a chance we could have lost some water allocation if we hadn't entered into an agreement with Nevada.
The Imperial Irrigation District of California is in a legal dispute with Mexico over the lining of the All American canal. A stay on the construction has been granted by the 9th Circuit Court. Should the canal be lined or not?
All farmers and irrigation districts in the West are encouraged and sometimes mandated to line their ditches and canals. The Imperial Irrigation District should be allowed to do the same. We don't have water to waste.
Do you favor restarting the Yuma Desalting Plant? Why or why not?
Yes. We should be banking all the water we can from all sources, including the desalting plant.
Do you support ongoing Colorado River augmentation efforts such as cloud seeding and the removal or tamarisk trees. What other ideas do you have?
We should do everything possible to eradicate tamarisks. They have stopped the Rio Grande from being the free flowing river it used to be. We need to improve the health of the watershed areas by utilizing the forest recovery plan of Dr. Wally Covington of NAU. If cloud seeding is a part of that, it should be utilized as well.
Was the Gila River Indian Community settlement good for Arizona? Why or why not?
The settlement was good in that it gave us certainty and closure to an ongoing litigation. The apportionment of 48% of the water to the Indian Community was excessive.
